Can not carry out alcohol control on electric kick cyclists – VG

Yesterday, VG was able to report that the organization Young in Traffic is skeptical that the new law for electric scooters does not contain a blood alcohol limit.

The desire for Young in traffic received support from Voi, one of the largest players in the rental of electric scooters.

On its own initiative, Voi carried out one alcohol control on electric scooters in central Oslo on Sunday night. When VG met Voi during the blood alcohol level check, more than 20 electric kick cyclists had blown a blood alcohol level over 0.2. Some were also far taller.

At the same time, Voi was clear that they want the police to come on the field and carry out blood alcohol tests of electric kick cyclists in the evening.

Press manager in the Oslo police district, Unni Grøndal says that although the police are happy that Voi takes social responsibility and carries out checks on its own initiative, the police do not have the opportunity in the legislation to carry out such alcohol tests.

– This is because electric scooters together with bicycles are classified as vehicles, and alcohol tests are only carried out on motor vehicles.

Want to change the law

Police Inspector Lisa Mari Løkke explains that the Oslo Police District wants to classify electric scooters as motor vehicles.

– It would have given us the opportunity to have systematic alcohol and drug checks on riders on electric scooter cyclists.

However, the proposal to convert electric scooters from vehicles to motor vehicles was temporarily rejected.

– We can therefore not carry out a blood alcohol level check of electric kick cyclists in the cityscape as they are classified as vehicles. Then other rules apply, she says.

Løkke emphasizes that a rider of an electric scooter must still be fit to ride, in accordance with section 21 of the Road Traffic Act.

– But to be punished, it is not enough that the driver is under the influence of drugs or alcohol. It must also be stated that the intoxication has meant that the driver was not fit to drive safely. The police assess this by looking at several things, such as behavior, walking, speech and smell.
