The Hilton hotel in Yaoundé served as the framework on March 27, 2023 for the holding of the 6th Interministerial Committee in charge of the assistance of the service provider, the monitoring and control of the project to implement the new IT system for the integrated management of the personnel of the State and Salary SIGIPES 2. The Minister of Public Service and Administrative Reform, Mr. Joseph LE, Chairman of the said Interministerial Committee opened the work in the presence of the Director General of the Budget, Coordinator of the Task Force; senior officials of the Ministry of Finance and Public Service and Administrative Reform, senior officials of the Presidency of the Republic and the General Secretariat of the Services of the Prime Ministry; the General Managers of SIMAC and AFREETECH and the Representatives of the members of the government.
The purpose of today’s meeting was to adopt the committee’s activity report for the 2021-2022 financial year, the presentation of the progress of work on the implementation of the new SIGIPES 2 and the action plan. for the 2023 financial year. This session will allow the work team to assess the progress made and to consider the prospects that loom on the horizon. On May 17, 2021, the process began with the award to AFREETECH CAMEROON SARL, the contract for an envelope of nine hundred fifty-five million eight hundred thousand (955,800,000) CFA francs, all taxes included, Cameroonian company, for provide Assistance to the Project Owner and to the Computer, Management and Communication Company (SIMAC), a Tunisian company, for the design, development and commissioning of the basic functionalities of the new SIGIPES for an amount of four billion eight hundred and ninety million twenty-one thousand eleven (4,890,021,011) CFA francs all taxes included; the final signing of the contracts with the winning companies on June 28, 2021. In the continuity of these actions, the action plan of the Interministerial Committee, responsible for assisting the service provider, monitoring and controlling the project to implement a new SIGIPES had been adopted.
Since the awarding of the contracts to the successful bidders on June 28, 2021, the work has begun, in particular: the establishment of the teams (Team for the preparation of recovery data, Functional team, validation of the execution programs of the service providers SIMAC, AFREETECH , the installation of the initial version of the new SIGIPES; – the actual start of the work to adapt and configure the new application.
Despite a slight delay, it has been a year and a few months since the process began, the current session will help to remove the gray areas and find the decisive solutions for finalizing the implementation of the new SIGIPES 2, the modernization of the Cameroonian civil service continues.
