Call for Immediate Action to Address Financial Crisis and Payment Delays in Dialysis Services

A meeting was held at the Hospital Owners Syndicate, headed by Captain Suleiman Haroun, and in the presence of representatives of the hospitals whose centers provide dialysis services. Following the meeting, a statement was issued during which the meeting appreciated “the tireless efforts made by the Minister of Health, which finally led to the start of paying dialysis bills dating back to the first of the year 2023.” And beyond, this indicates the administrative and financial difficulties he faced, which caused this delay in payment, which in turn resulted in great financial suffering for the hospitals.” The attendees also appreciated his efforts “to secure sufficient funds to continue paying the bills of patients of the Ministry of Health in general, as well as the supportive efforts made by the Chairman Parliamentary Health Committee, Dr. Bilal Abdullah.

The attendees also called for “raising the session fee to $68 for the hospital after a new mechanism was adopted for pricing medical supplies needed for dialysis, instead of $62 approved by the Ministry of Health, which is not sufficient to cover the new expenses.” They called on the National Social Security Fund to “adopt the tariff approved by the Ministry of Health, similar to the rest of the guarantor bodies, which approved it from 1/9/2023 to avoid burdening the insured patient with any differences, because the current situation of hospitals does not allow them to bear these differences in prices.”

They stressed that “the old bills will be paid immediately by all guarantors, and they also request that the new bills that will be issued starting in September 2023 be paid in a period of time not exceeding a month, so that the hospitals can pay the importers’ bills. Otherwise, the hospitals will be unable to bear Longer deadlines for payment because the prices of supplies have quadrupled and there is no ability to pay them if the guarantors do not commit to paying within a month of receiving the invoices, which will inevitably lead to the cessation of providing this service.” They also demanded that “payment of bills be in the Fresh Lira account so that they can withdraw money and buy cash dollars to pay importers’ bills.”

The attendees urged “all officials to work to secure these matters, as the issue is extremely dangerous and cannot tolerate any delay in treatment due to the danger it poses to the lives of patients.”
