Statement by Aldo Cáceres, commissioner of Bambamarca, to local media.
A member of the National Police of Peru (PNP) is accused of murder in cold blood an official of the provincial municipality of Hualgayoca town located in the region Cajamarca.
The victim was identified as Ruddy Lozano Obispoa 33-year-old engineer, who was in a cantina in the city of Bambamarca, last Saturday, October 5, enjoying the night.
However, at around 11:15 pm, still under unknown circumstances, Lozano Obispo was shot by the Hualgayoc commissioner, PNP Lieutenant Anderson Quispe Briones.
The security camera at the Santo Bar premises, located in the Jaime de Martínez neighborhood, recorded what happened. In the images you can see howThe police officer takes out his firearm and directs it towards the chest of the mayor.who opens his arms to such an action.
Once the gun is positioned, shoot at your target. Lozano collapses immediately and is left lying on the floor, while Quispe Briones flees the scene. In the video you can also see a woman, who turns the video surveillance camera and tries to attend to the emergency.
The victim’s body was taken to a hospital in the city of Bambamarca, however, arrived lifeless. It turned out that Lozano worked in the solid waste area of the Municipality of Hualgayoc.
“The deceased and Lieutenant Quispe have been drinking alcoholic beverages. Unfortunately there has been misuse, manipulation, of a firearm that he had. As a result of this poor handling of that weapon, a gunshot wound was caused in the deceased’s chest,” Aldo Cáceres, commissioner of Bambamarca, told local media.
“In the security camera you can see that they evacuate the injured man, who arrived dead from the hospital. Upon becoming aware of the fact, the siege plan was activated with the different police stations. At approximately 2 in the morning, the vehicle where the lieutenant was traveling was intervened,” he added.
Police are on the run after shooting to kill a council official in a bar in Cajamarca.
Seeing himself surrounded by the authorities, Quispe managed to get out of his car and escape by running through some bushes in the area until he reached a river. His escape was successful and his whereabouts are now unknown.
“It has already been coordinated with all the Cajamarca police stations to search for said police officer. We have homicide personnel here to gather information and work together with criminalistics personnel. A weapon has already been found, which possibly belongs to the lieutenant,” Cáceres continued.
The owner of the premises, identified as Giovanny Nuñezwas called to testify before police authorities. While his fellow councilors demanded justice from the authorities. “It cannot be that he flees from a misdeed”commented a member of the municipality.
Meanwhile, the victim’s mother, Graciana Obispo Giménezregretted what happened and urged the President of the Republic, In Boluarteand to the head of the Ministry of the Interior (Minister), Juan José Santivañezto take charge of the case and achieve justice for their murdered son.
“Let the police officer who shot my son be found. That’s murder. I feel very bad. My son came here (to Cajamarca) in the month of April, he has been here for a short time. There is no justice, there is no information,” said the woman.
