The Hérault family allowance fund and Urssaf Languedoc-Roussillon signed an agreement on Thursday allowing the exchange of data in order to fight, in particular, against undeclared work but also to allow self-entrepreneurs to claim their rights.
The agreement was signed on Thursday but it has been a year since the Hérault family allowance fund and Urssaf Languedoc-Roussillon have been working hand in hand to detect possible fraud. Through the exchange of data, “consistency checks” and comparison of the declarations made, the recovery and family branches thus intend to fight against undeclared work.
608,000 euros of fraud detected
Over the period, 280 reports were made which led to the discovery of 608,000 euros of fraud. It is more particularly the self-employed and auto-entrepreneurs who are targeted by this initiative. “Their behaviors and their expectations do not necessarily correspond to known standards, their professional and personal lives can be particularly intertwined” underline the two organizations.

“Our concern is to be in the right place. That people contribute to national solidarity. And that we go ahead of those who do not use their right” adds François Hiebel, the director of Urssaf . For Thierry Mathieu, his Caf counterpart, it is clearly moonlighting, “a local sport” that is targeted through this partnership. “We have to worry about it. For the self-employed, the declarations are more complicated. But we can no longer maintain that some people have undeclared income”. Both funds are already involved in the fight against fraud through the departmental Codaf. “But he concentrates on big business. Here it is the daily fraud that interests us” indicate the two managers. Thierry Mathieu wants to go “as far as joint controls”. “It is a question of controlling once to detect fraud at the same time and to be able to initiate any joint proceedings”.
More than 20 million euros recovered in 2022
In 2022, the adjustments made by the Urssaf services in the Hérault for concealed work and the fight against fraud made it possible to raise 13 million euros. On the scale of Languedoc-Roussillon, the sum amounts to 21.32 M€.
The Caf, for its part, detected 1,245 frauds for an amount of €11 million. The penalties imposed reached the sum of just over a million. The fund pays nearly 1.7 billion in benefits per year to some 300,000 beneficiaries. According to Thierry Mathieu, fraudsters represent 0.4% of recipients.
