The government has given permission for the community, including the State Civil Apparatus (ASN) to be able to travel back and forth to their hometowns during Eid. However, the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) forbids ASN who want to carry out Lebaran homecoming this year using official cars.
“Employee Development Officer (PPK) in government agencies to ensure that all officials and/or employees within the agency do not use official vehicles for the purpose of going home, on vacation, or other interests outside of official interests,” emphasized the Minister of PANRB Tjahjo Kumolo in a signed SE. on April 13, 2022.
Tjahjo said that the PPK could provide annual leave to ASN in their agencies before and after the national holiday period and joint leave for Eid Al-Fitr 1443 Hijriah.
“In order to ensure the continuity of government administration and the smooth running of public services, the provision of annual leave as referred to is carried out by considering the workload, the nature and characteristics of the task, and the number of employees of each government agency,” said Tjahjo in SE.
The SE also emphasizes that the granting of annual leave is carried out in an accountable manner in accordance with Government Regulation Number 11 of 2017 concerning Management of Civil Servants, as amended by Government Regulation Number 17 Number 2020, and Government Regulation Number 49 of 2018 concerning Management of Government Employees by Agreement. In addition, Tjahjo also reminded ASN who will carry out homecoming, travel outside the region, or travel abroad to pay attention to the risk status of the spread of COVID-19 in the destination area. Then also pay attention to the regulations regarding the Enforcement of Restrictions on Community Activities (PPKM) set by the Minister of Home Affairs.
“ASN employees must always pay attention to and comply with the required criteria and travel protocols set by the COVID-19 Handling Task Force, the Ministry of Transportation, and other relevant agencies, as well as the health protocols set by the Ministry of Health, as well as the use of the PeduliLindung platform,” said the PANRB Minister.
At the end of the SE, the Minister of PANRB also asked the PPK to determine the technical arrangements and steps required for each agency, and to give disciplinary penalties to ASN who violated it.
“This Circular Letter shall come into effect from the date of its stipulation,” he said.
