Cabinet plan: accelerate hundreds of millions of euros for farmers’ buyout

The final details of the plan are still being discussed, and the cabinet plan is expected to be officially presented in the course of next week. There are already ‘accelerating plans’ in many provinces to buy out farmers and reduce nitrogen emissions in industry and mobility. The implementation of those plans is awaiting money from the cabinet. In the cabinet plan of Minister Van der Wal, provinces are given room to implement their plans.


Because farmers are bought out, nitrogen space becomes available. The minister wants to use this space to help so-called ‘PAS reporters’. These are farmers and companies that have been illegally operating since the nitrogen ruling by the Council of State in 2019.

Farmers in uncertainty

At the time, the Council of State destroyed the Nitrogen Approach Programme. Because the highest administrative court declared the approach illegal, several thousand farmers and companies have been in great uncertainty since the ruling.


Since the presentation of the nitrogen plans a few weeks ago, there has been great unrest among farmers and in the countryside. The cabinet is trying to initiate a discussion with the farming sector, led by former VVD minister Johan Remkes.

Remkes will soon be back from vacation. He will have the first meeting with the ministers concerned next Wednesday. Various farmers’ organizations have announced that they have no confidence in Remkes.
