Düsseldorf (dpa / lnw) – In North Rhine-Westphalia, a “digitization test” will be mandatory for all new laws. That was decided by the state cabinet. Digitalization helps to offer the citizens services of the administration faster, said NRW Minister of Economic Affairs Andreas Pinkwart (FDP) on Tuesday in Düsseldorf.
The “e-government check” prevents digitization aspects from being considered retrospectively and through extensive corrections. So far, new bills in North Rhine-Westphalia have been investigating, among other things, how they will affect the state budget, sustainability aspects or financially on companies and citizens.
The e-government check is anchored in the joint rules of procedure of the state ministries for which the interior ministry is responsible. “We have to think digitally from the start,” emphasized North Rhine-Westphalia Interior Minister Herbert Reul (CDU). Thinking about whether and how it can be implemented digitally when drafting the law saves time and money. The digitization test is aimed at employees of the state administration who prepare draft laws.
