The executive power in Ukraine is carrying out personnel optimization. First of all, vacancies that have not been filled for years will fall under the reduction.
Their number will be reduced by 10%, said the Minister of the Cabinet of Ministers Oleg Nemchinov on the air of the TV channel “Ukraine 24“.
“Now, according to the State Statistics Service, as of the first quarter of 2021, there were about 30 thousand civil servants vacancies in Ukraine. At the same time, during the pandemic year, there was a procedure for co-opting vacancies through the selection procedure. Now the Civil Service is improving in terms of digitalization, the introduction of new processes,” – he said.
Prime Minister Denis Shmygal ordered to optimize the structure of central executive bodies and their territorial subdivisions.
“This can be both internal reorganization and reduction of vacancies. First of all, we are talking about reducing those vacancies that have not been filled for years,” the minister said.
Earlier, Shmygal said that Ukraine is also planning to change the system of remuneration, namely, to deprive officials of undeserved allowances. Such a bill, according to him, is almost ready for submission to the Verkhovna Rada.
According to him, the marginal number of civil servants of the Central Security Service and their territorial divisions should decrease by about 10%.
“The key steps in the implementation of the project were discussed at a meeting with the Secretariat of the Cabinet of Ministers, the Ministry of Finance, the Ministry of Finance and the National Agency for Civil Service. These four departments will be the first to introduce a new financial model. And then the remuneration system should work in other state institutions,” – added Shmygal.
