One cannot imagine the complexity of drawing up a Local Intermunicipal Urban Plan. That of the canton of Ossun has been on the workbench since 2014… It is because the constraints are multiple, and are added over time and are envisaged as the common hospital project…

It is this question that the opposition chose, through the voice of Yannick Boubée, to express doubts, the word is weak, on the relevance of the project. “There are many unanswered questions, sanitation, service… And in terms of health, we will still lose beds. We will not vote against this PLUI, we respect the excellent work of the services, but we we will abstain.” Gérard Trémège regretted that the debate returned, once again, to the hospital. “A PLUI is an urban planning document, which in no way prejudges the outcome of the project. We will still have debates on the hospital, because there are still gray areas to be clarified.” The PLUI was adopted, despite 22 abstentions.

Waste in the viewfinder

While the setting of tax rates, unchanged since 2018, did not provoke debate, that of the Household Waste Collection Tax was at the heart of the discussions, against the backdrop of the closure of four recycling centers. Several mayors concerned, including Jean-Michel Ségneré, the mayor of Horgues, castigated this decision. “It’s less proximity, less public service, fewer tours in rural areas, but always more taxation. And believe me that the citizens, they don’t come to complain here, but to the mayor!”

More taxation, therefore, an increase contained under 10%, and it’s not over. “The cost of treatment is exploding”, repeated Rémi Carmouze, the president of Symat, “and the General Tax on Polluting Activities, levied by the State, increases by 1 M€ per year. If we had not done savings, the increase would have been twice as bad.” Philippe Baubay, president of the SMTD, which manages waste treatment, also pointed to the explosion in costs. “We missed the boat 10 years ago with the Bordères processing center, now we are outsourcing, the costs are exploding, and we are also subject to the TGAP, which has more than doubled in two years, not to mention the cost transport, our trucks travel 1 million kilometers a year, and as the price of diesel has also doubled…” In short, the outlook is not very encouraging. The solution ? “We will have to sort better, in our household waste there are still too many recoverable products, bio-waste, packaging, glass.” And be creative about energy production. Jean-Louis Cazaubon, slipped that anaerobic digestion was a solution for the future. “The few units on the territory produce 7% of gas consumption, this is just the beginning.” Producing energy while reducing waste is the martingale…
