According to her, the problem is not the appointment of relatives, but that all these people were part of his business circle. “They worked in his associations, where they managed hundreds of thousands of BGN under various European programs and were also in his companies. This is some kind of group”, added the representative. She presented data that in just a year and a half in the municipality of Haskovo, companies with the shareholding of Delyan Dobrev’s son-in-law won orders for about BGN 10 million. Orders related to the Haskovo region amount to BGN 30 million. and in municipalities with GERB mayors. The contracts were mainly for energy efficiency, Yoncheva explained.
“The chairmen of the commissions that determine the tenders for the competitions are the two deputy mayors, and the same are Dobrev’s partners in the associations that managed European funds. These are related parties. I give data, there are investigative bodies”, she was categorical. According to her, these people ruled the municipality, according to Dobrev, for two years without a contest. This is in violation of the Civil Servant Act, where the term is set at 6 months. “They allocated state, European and municipal funds without competition. Dobrev’s godmother, who is the secretary of the municipality, does not have a job description for this position. It is necessary to have administrative experience of 5 years”, said the People’s Representative. “The mayor was on Delyan Dobrev’s remote. He must take his responsibility and say why these people were appointed and whether they were carrying out an order. By resigning, Dobrev is running away from his responsibility. I don’t want him to resign”, concluded Elena Yoncheva.
The national representative also explained that she did not receive state funds from BNT for her work on films for television.
