By order of the minister, the application of four eco standards (DZES) has been eased – 2024-08-08 12:20:25


In the case of four other DEUs, derogation of terms and periods is allowed

Standards 5, 6, 7 and 8 for good agricultural and ecological status (DES 5, 6, 7 and 8) of the Strategic Plan for the Development of Agriculture and Rural Areas 2023-2027 will be applied under reduced conditions for farmers. This happened with an order on the minister of Agriculture and Food, Dr. Georgi Tahov, after the changes were previously discussed with the industry.

The purpose of the amendment is to reduce the financial and administrative burden for farmers in their application, which were established in various EU member states in the implementation of the Common Agricultural Policy in 2023. What is new is that small farms up to and including 10 hectares are exempt from pre-condition checks and penalties.

In the standard for ДЕС 6 “Maintenance of minimum soil cover during periods that are most sensitive”, is a defined sensitive period from 01 June to 30 September inclusive. Through it, it is mandatory to maintain a minimum soil cover on at least 80% of the entire arable area of ​​the agricultural holding. Farmers are given the opportunity, in the implementation of the standard, to provide a subsequent crop within 2 weeks after the removal of the previous plant cover, and for rapeseed crop – within 3 weeks. In the case of permanent plantings, during the sensitive period, the rows are strengthened by weeding, sowing with cover crops or mulching in order to ensure a minimum soil cover on at least 50% of their area.

Standard for ТЕС 7 “Crop rotation (rotation) of crops on arable land, excluding crops grown under water or diversification of crops” can be performed in addition to rotation or diversification. When choosing a rotation, the requirement is to observe at least a 3-year crop rotation cycle.

In standard ДЕС 8 “Preservation of non-productive sites and areas for the improvement of biological diversity in agriculture” drops the requirement to set aside 4% of non-productive areas (including fallow land). The obligation remains to preserve the existing features of the landscape (individual trees, trees in a row, signoras, hedges or, trees in a group and terraces).

In the application of standards 5, 6, 7 or 9 for DZES temporary derogations from the requirements are allowed, such as deadlines and periods when weather conditions do not allow their implementation in the respective year.
