Against the background of rising natural gas prices and record expensive greenhouse gas quotas, Bulgaria may find itself without a working water energy due to an ordinance adopted during the last cabinet of GERB – “Borisov 3”. This was warned by business representatives in the studio of “Face to Face” on bTV.
Boyan Karshakov from the Management Board of the National Energy Chamber pointed out that without public discussion an ordinance for the use of surface waters was adopted, which includes a text obliging the owners of HPPs to have an established property. right in the given riverbed – a document that was not needed during the construction of the power plants and which by virtue of the current legislation cannot be taken out later.
“This is sabotage – complete, direct sabotage,” he stressed. Vasil Velev from the Association of Industrial Capital in Bulgaria added that “a bomb has been planted” with the actions of the GERB cabinet.
According to the two, the industry, energy and regional ministries supported them, and the MoEW held a public discussion on changes to the texts, but they never reached the Council of Ministers. And refusals to renew plant permits have already begun.
“We are facing strike action, we will take to the streets,” Karshakov warned.

He called for about BGN 1 billion in aid for free market consumers, including not only companies but also hospitals, schools and others. According to him, similar decisions are already being made in other European countries such as Spain, Greece, France and England.
