Former Prime Minister Boyko Borisov on Sunday advised his current colleague to sit at the same table with the angry farmers to solve the problems.
Media and analysts have highlighted some of the companies and their owners in recent days. Analyst Tihomir Bezlov from the Center for the Study of Democracy calculated that around 2.9 billion agricultural subsidies are distributed annually, according to BAS research, since 2016. 75% goes to a hundred large grain producers. According to Bezlov, the amounts have increased, but the ratio remains the same.
On Monday, in a serious analysis, the editor-in-chief of “Bulgarian Farmer” Tihomir Tonchev calculated that the profit of BGN 2.5 billion for 2022 of the grain producers, which impressed the finance minister, was correctly stated. But if it is divided into 70,000 farms that submit applications for direct payments per area, it comes out to BGN 35,000 per year.
The question is really who are the big ones. Therefore, “24 hours” also opened the system for electronic budget payments SEBRA. According to the data in it, over half a billion BGN were transferred by the state as compensations, subsidies, money from European funds, European projects to 12 large grain producers for 15 years. This happened between June 2006 and June 2022.
Whether and what else was transferred outside of it to agribusiness, no data can be found.

Their direct company is “Pro Agro” Ltd. However, in the SEBRA system there are many companies with Pro-agro in their name, which work in the same area, but have different owners. They received a total of BGN 6,458,422.93.

The list of the largest recipients of direct subsidies in Bulgaria has not changed for years. It also has a number of related companies leading to the same owners – mainly in grain production. This is how “Capital” describes it in 2022:

and the companies in the top 50 share BGN 100 million – almost 8% of the total annual amount for direct support (about BGN 1.3 billion), with each of these companies receiving over BGN 1 million.
At the same time, these 50 companies are less than 0.1% of all subsidized farmers (about 55 thousand), cites data “Capital”.
The leader in the ranking in the last three years is the grain producer from North-West Bulgaria “Zlatia Agro”, sole property of Kiril Ivanov – in 2021 he received a record 8.2 million BGN.
There is no public information on how much land his company cultivates, but there are reports of over 100,000 decares, the main part of which is leased and rented. One of the major distributors of plant protection products is also under the control of Ivanov – the Montana ASM, the weekly also writes.
Cumulatively, however, the champion for another year is the “Octopus Holding” group of Svetlozar Dichevski – owner of five companies (some of which are formally owned by his wife), ranked from 2nd to 6th place in terms of the amount of subsidies.
In total, in 2021, the companies ET “Agro – Svetlozar Dichevski”, “Variety seeds – Vardim”, ET “Desi – Svetla Simeonova”, “Resen” and “Troya auto” received over BGN 29 million.
Among the largest recipients, there are also other related companies – for example, the companies “Krasi” and “Euroagroimpex”, which are managed by the children of the largest grain producer in Turnov, Mladen Milkov. He was in trouble in 2010 along with NRA officials in the high-profile action “The Untouchables” on suspicion of tax fraud.
In 2021, the two companies absorbed a total of almost BGN 5.5 million. The family also has a mill, as well as other businesses – for example, construction.
Traditionally, in recent years, the list includes two companies co-owned by “Roslin Capital Partners” – “Agro Santia” and “Agro Santini”. The equity investment group was established in 2002 with owners Ivo Evgeniev, Spas Shopov, Daniel Alexandrov, Zahari Bochev, Lyubomir Minchev and Borislav Pantev and invests in various industries and sectors, incl. production, food, hospitality, telecommunications, RES, etc.
The Burgas company “Pro-Agro” of the former municipal councilor of Burgas Angel Angelov and his son Vasil Angelov is also in the Top 20. The company cultivates tens of thousands of acres of land near Sliven and Karnobat. In addition to grain production, the company is also engaged in animal breeding.
“Agrofactor” is located in Byala, Ruse. It works in the mixed cultivation of oilseeds and cereals industry. “Agro-Bel 2001” is an agricultural producer with over 100 thousand acres of land in different parts of the country. The company operates in various fields – wheat, corn and sunflower, feed production, vegetables.
Two of the companies in the top 20 are part of large public companies – “Kristera Agro” is a subsidiary of “Agria Group Holding”, and “BG Agro Agricultural Company” is part of the “BG Agro” group.

In 13th place, also with BGN 2.3 million subsidy, is the company “Nedko Nedkov – Ovcharovo”, which operates in Dobrichko with a large cow farm and production of dairy products.
