Bulgarian Deputy Minister of Justice Reveals Forgery Scandal Involving Gleb Mishin’s Citizenship Documents

Deputy Minister of Justice Georgi Nikolov announced that Gleb Mishin tried to obtain Bulgarian citizenship through forged documents. He commented on the topic during a hearing in the temporary commission for verification of facts about the activities of Gleb Mishin, for possible illegal presentation of Bulgarian citizenship, BTA reported.

As of this week, the documents of Gleb Mishin, who is also a candidate for Bulgarian citizenship, also with forged documents, were returned, Nikolov pointed out. He added that the National Security State Agency (DANS) returned an opinion – “No” after Mishin’s citizenship file was sent to the agency for approval.

Earlier this month, it became known that Mishin had left the country, and DANS issued a coercive administrative measure to prevent him from ever entering Bulgaria again. From an answer to a parliamentary question of the deputy from “We continue the change – Democratic Bulgaria”, it is understood that he left the country on February 1, 2024, exactly one day after his name was announced by Atanas Atanasov.

Nikolov pointed out that he was informed a few months ago that Mishin was involved in intermediary activity and “led certain groups of people” almost daily.

It is a fact that many of the documents presented by his clients later turn out to be falsified in the part that concerns the origin of the personswho are applying for citizenship,” pointed out Georgi Nikolov. He admitted that it is possible that there are people who have acquired Bulgarian citizenship through false documents, but specified that there is a procedure for canceling naturalization, and such subsequent checks are made.

From the department, they took files that were submitted by Mishin, from his address and his name.

Most of these files are sent for verification, but there may have been missing files and persons who acquired Bulgarian citizenship on the basis of false documents, Nikolov admitted.

During the hearing, it became known that the deputy minister provided a report to the people’s representatives. The MP from “Vazrazhdane” Petar Petrov announced that according to the report approx 3330 files have been taken out for further inspectionbecause there are doubts about possible false documents being used.

Deputy Minister Georgi Nikolov admitted that it is possible for this number to increase, as there are delayed files from 2-3 years ago that have not yet been expertly processed.

“The verification of the documents is becoming more and more difficult, as the mediators are becoming more and more inventive. That is why sometimes the verification of the documents continues even after the provision of an opinion by the Council of Bulgarian Citizenship”, said the Deputy Minister.

Nikolov was adamant that there are other mediators like Mishin.

“This is a fraud that has been going on for years,” said Katya Mateva, director of the Directorate of Bulgarian Citizenship, at the commission’s hearing.

She pointed out that since 2001, there has been an “avalanche-like increase” in the files because of the abolished requirement for proficiency in the Bulgarian language.

“The documents arrived in sacks. They were submitted by the mediators, and we didn’t even see the candidates themselves. At one point it became clear that the majority of these documents were not genuine. This led to the reason why the procedure for Bulgarian citizenship was so long.” explained Mateva, quoted by “Dnevnik”. According to her, after the changes in the law on Bulgarian citizenship in 2021, there will be a massive increase in the number of applicants and massive fabrication of forged documents.

Nikolov and Matev also described another problem: in their words, the Ministry of Justice gave the opportunity to submit documents on site at the department because of the online system, which has the most problems.

“I have been dealing with this problem since day one, I have spoken many times with the developer of the system. The system opens automatically at 12.00 and by 12.01 the hours are already filled. The interest is huge and we do not have the personnel potential to cope. There are attacks on the system daily when she opens,” said the deputy minister.

In his words on average, 23 to 25 thousand applications for Bulgarian citizenship are received annually.
