People’s representatives from BSP LEFT BULGARIA submitted a draft resolution to promote inter-parliamentary dialogue and cooperation between the European Union and the Russian Federation. The document stipulates that the National Assembly will task the Prime Minister and the Foreign Minister of Bulgaria to present to the European Council and the EU Foreign Affairs Council a proposal for the withdrawal of all parliamentarians from the European the sanctions lists and negotiating reciprocal action on the Russian side.
In the proposal, also signed by the chairman of the parliamentary group of the left, Mikhail Mikov, it is pointed out that the National Assembly declares itself to strengthen the contacts between the legislative bodies in the EU and the Russian Federation with the aim of normalizing relations. The draft decision also notes that the Bulgarian Parliament considers the introduction of bans on the free movement of parliamentarians by the executive power at the national and European level to be inexpedient. According to the socialists, it is also contrary to the rules of democracy, and therefore they insist that such measures should not be applied in the future.
BSP LEFT BULGARIA motivates its initiative with the increase in terrorist threats to the EU from the “Islamic State” and the destabilizing effect for Bulgaria and the European Union of the strong immigrant flow provoked by the ongoing military conflict in Syria and the actions of the terrorist organization.
“At the same time, there are efforts to create a global coalition to fight international terrorism and its roots. The disturbed interaction between the parliaments of the EU and NATO member states, on the one hand, and the Russian Federation, on the other, makes this process difficult,” the people’s representatives of the Bulgarian left are emphatic. “In view of the need to stimulate dialogue and cooperation on global common challenges and to demonstrate clear signals from both sides, the PG of the BSP LEFT BULGARIA considers it expedient to remove as soon as possible the travel restrictions on parliamentarians, introduced by EU and from the Russian Federation. They make difficult not only political, but also cultural and economic cooperation,” the socialists say.
The reasons indicate the undemocratic nature of the restrictions that the executive puts on the interaction between the parliaments. The draft decision is based on texts in the Bulgarian Constitution and the Regulations for the organization and activities of the National Assembly.
