Migrants who have received refugee status in non-EU countries where wars are not fought will no longer receive protection if they come to Bulgaria. Such a country is Turkey, where the largest flow to us comes from.
This is provided for by changes to the Asylum and Refugees Act, which the government has proposed for public consultation. Their goal is to synchronize the legislation with the European one after the decision that Bulgaria will be admitted to Schengen by air and water from March 31.
Refugee status will not be granted to those already registered in other European countries.
Subsequent applications for international protection in which refugees do not cite any new circumstances “essential to their personal situation or to their country of origin” will also be rejected.
All those who received status in our country will now be entered in a special register at the State Agency for Refugees. Access to it will be given to DANS and the employees of the Unified System for Civil Registration and Administrative Services of the Population (ESGRAON).
Due to the frequent cases in which migrants do not carry personal documents with them, a special mechanism will be prepared to recognize and register them, according to the draft changes. This will also be done with the help of medical specialists.
All refugees will receive the so-called a registration card that will include their name, country of origin, years, time they have been granted refugee status, etc.
Migrants should be included in the integration programs of the municipalities, the Cabinet also proposes. Those of them who are raising their children in Bulgaria or expecting a baby will now be able to receive family benefits. Their children will also have the right to free education from 1st to 12th grade, just like the Bulgarians.
Special rules will also be introduced for the way in which children who arrived alone will be reunited with their families or their relatives, if at some point they also come to Bulgaria.
