Building recovery and energy saving: applications in the Province from 5 October

There will be time from 5 October to 31 December to submit the application for a provincial grant for building renovation and improving the energy performance of buildings.

«To encourage energy saving – writes the public body – and to support economic activities related to construction, marked by the difficult period of the pandemic, the resolution approved the other day by the provincial government aims at this. The device provides for a 10 million euro loan to cover the interest charges deriving from the anticipation of tax deductions, provided for by state provisions, for expenses relating to building recovery and energy requalification interventions.

An allocation of 20 million euros is also envisaged for the granting of capital grants. The Call 2020 (the contribution has already been proposed with the previous calls for 2016, 2017, 2018 and 2020), in addition to providing for the coverage of interest on the loan, sees the introduction of a new capital contribution, which is granted to the extent 30% of the expenditure incurred by the citizen. Applications must be submitted online from 5 October to 30 December 2020 ».

Who can apply
Individuals who intend to carry out building renovation and energy requalification interventions on their homes who are recipients of state tax deductions can apply for the grant. Individual owners or those who have a right of usufruct or residence on the real estate unit object of the intervention are eligible for a contribution. The spouse and / or cohabitant, even if not the owner, or a cohabiting family member (relatives within the third degree and similar ones within the second degree) can also submit an application together with the owner. A single applicant can also submit an application for expenses relating to interventions on common parts, for his share due; alternatively, the contribution can be requested jointly with the other owners involved in the common works on the building.

Interventions allowed
Energy recovery and / or redevelopment interventions on real estate units falling within the cadastral categories for residential use from A / 2 to A / 7 are eligible for a contribution. These renovation and / or energy requalification interventions can also include the appurtenances of the buildings up to a maximum of two units. By relative appurtenances we mean buildings classified in cadastral categories C / 2 (cellars, attics, warehouses), C6 (garages, sheds, stables) and C / 7 (closed or open canopies). Interventions on real estate units of cadastral category C / 2 and C / 6 are also admitted, as long as they are aimed at transforming them into real estate units for residential use falling within the cadastral categories from A / 2 to A / 7.

How does it work
This initiative makes it possible to identify the criteria and methods for granting the capital grant and the contribution to cover the interest relating to the mortgage / loan stipulated for the anticipation of the tax deductions provided for by state provisions for recovery and redevelopment interventions energy. The advance is guaranteed through the stipulation, by the person eligible for contribution, of a loan agreement with the particular characteristics imposed by the Province on the affiliated banks: ten-year duration, Italian amortization plan (constant capital quota), fixed rate in a predefined maximum measure and absence of commissions and additional charges to be paid by the borrower. The person who takes out the loan will then have to repay it to the bank in ten annual installments. At the same time, the same person will receive ten annual contributions from the Province to cover the interest on the loan. The provincial total contribution will correspond to the total interest paid by the person to the bank.

Limits and minimum threshold
Contributions can be requested alternatively or cumulatively:

  • Contribution to cover relative interests to the mortgage: the state tax deduction is allowed on 50% of the expenses incurred in the case of building renovations with the maximum deduction limit of 48,000 euros for each real estate unit and 65% in the case of energy requalification with the maximum deduction limits of 100,000, 60,000 and 30,000 euros depending on the type of intervention. To obtain the grant, there is a minimum spending threshold of 20,000 euros. Any expenses already incurred as of January 1, 2020 are also allowed. It is also necessary to stipulate a loan agreement for at least 10,000 euros.
  • Capital contribution: the “new” contribution is granted to the extent of 30% of the expenditure incurred by the citizen for the energy recovery and / or requalification of the building stock; for the purpose of calculating the contribution from the expenses incurred, a deductible of 50,000 euros is deducted. The grant is granted in the maximum amount of 30,000 euros (30% of the maximum permitted expenditure equal to 100,000 euros).

Questions
Contribution applications, in compliance with the stamp duty, must be completed and sent from 5 October to 31 December 2020 using the web application made available at the address www.servizionline.provincia.tn.it , in the section “Land Register and Cadastre, House and Land”, topic “House”. Access to the web application must be done through identification with SPID or CPS / CNS.

Applications from people residing in Trentino will be eligible for contributions, according to the chronological order of presentation.
