At present, my country’s development environment is facing profound and complex changes, which pose new requirements and challenges for expanding opening up. Building a new higher-level open economic system is not only a strategic choice made in response to changes in the development environment, but also an inherent requirement for improving the socialist market economic system and promoting deep-level market-oriented reforms with a high-level opening. During the “14th Five-Year Plan” period, in order to shape my country’s new advantages in international economic cooperation and competition, my country will speed up the construction of a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles mutually promoting each other. The new development pattern is not a closed domestic cycle, but a more open domestic and international dual cycle. It is even more necessary to unswervingly expand opening up, promote the transformation from the openness of commodity and factor flow to the institutional openness such as rules, and build a higher-level open economy New system.

The “Proposal” puts forward: “Persist in opening to the outside world in a larger, broader, and deeper level, relying on the advantages of my country’s large market to promote international cooperation and achieve mutual benefit and win-win results.” This has pointed out the direction for promoting institutional opening up and building a new system for a higher level of open economy. In general, this requires us to organically unify the expansion of domestic demand with the expansion of opening up, relying on a strong domestic demand market, to develop a higher level of open economy, and to form a system that is conducive to attracting global resource elements and participating more effectively in international competition and cooperation. mechanism. To build a new system for a higher level of open economy, it is necessary to further strengthen reform and innovation, and form new advantages in international cooperation and competition. Second, take the joint construction of the “Belt and Road” as a platform for high-quality development, and in accordance with the principle of extensive consultation, joint construction and sharing, improve the laws, policies and service systems that protect overseas investment, safeguard the legitimate rights and interests of Chinese companies overseas, promote practical cooperation, and promote common development. The third is to improve the layout of pilot free trade zones, effectively play the leading role of pilot free trade zones and free trade ports, accelerate trade innovation, promote investment upgrades, and build new heights for opening up. The fourth is to take advantage of the domestic market and make full use of important exhibition platforms such as the China International Import Expo and their leading role to better meet domestic demand while providing opportunities for common development to the world. The fifth is to benchmark against the highest and best international standards, implement greater stress tests, and continue to optimize the market-oriented, legalized, and international business environment.
