Budget wages will be frozen. Draft of the so-called budget-related act

The draft of the so-called budget-related act adopted by the government on Monday assumes that in 2021 the amount of remuneration in the budgetary sector will not change. However, the rules for calculating discretionary awards will change.

As the Government Information Center informed, the Council of Ministers adopted a draft act on special solutions for the implementation of the budget act for 2021, i.e. budget-related act.

Maintaining wages

“The draft of the so-called budget-related act is closely related to the draft budget act for 2021. The proposals it contains correspond to the amounts included in the draft budget and ensure its correct implementation” – explains CIR.

The project concerns solutions related to the social fund, salaries, awards, science and higher education.

“The expenditure of public finance sector units, including the state budget, will be limited by leaving the basis for calculating the allowance in 2021: for the company social benefit fund for employees, social funds for retirees and pensioners of uniformed services and for teachers – at the same level as in 2020 ” – informs CIR. This means that the basis for calculating these funds from 2018 is maintained.

“The remuneration fund in units and entities of the public finance sector will be left – as a rule – at the 2020 level. Maintaining wages in 2021 at the level from 2020 is to cover the entire budgetary sphere. In 2021, it is also planned to maintain wages at the current year level for judges, prosecutors, assessors and court referendaries as well as retired judges and prosecutors “- it was written.

Awards

The rules for calculating discretionary awards will change in line with the draft. Instead of the award fund, it will be possible to award prizes for special achievements or behaviors, from funds at the disposal of unit managers in the remuneration fund, and which, for objective reasons, have not been spent (being on sick leave, parental leave or vacancies).

In addition, as indicated, in 2021, similarly to 2020, it is planned to transfer treasury securities to entities of higher education and science.

“These activities will enable the continuation of the ‘Excellence Initiative – Research University’ program (securities with a nominal value of approx. PLN 500 million). This is additional – over statutory – support for science and higher education” – explains CIR.

According to the announcement, for 2021, the limit of expenses will be increased: implementation of the Act on the Large Family Card in connection with the growing number of applications submitted by large families regarding KDR co-financing of local government units in the field of pre-school education; purchase of vaccines for compulsory vaccinations, in accordance with the Preventive Vaccination Program established for a given year.

“In addition, the project provides for the cancellation of the loan granted to the Solidarity Fund from the Demographic Reserve Fund in 2019 and the cancellation of the loan granted to the State Water Holding Polskie, which will enable the implementation of numerous investment projects preventing the effects of drought and floods” – added.
