Holste. No debts, a reserve and a balanced budget: The Holste community is getting through the first year of the pandemic well. One reason is, among other things, the income from business tax. The community took in around 300,000 euros in 2020 – around 100,000 euros more than in 2019. With total tax income of around one million euros, there was no slump in Holste. In the 2020 budget, the draft of which Dennis Pleuß from the finance department of the Hambergen municipality presented to the council members this week, only 226,800 euros of trade tax were planned as a precaution. The municipality expects a total of 989,100 euros in tax revenue, which includes a slightly higher proportion of income tax. Holste had raised the rates of assessment for property taxes from 400 to 450 percentage points and for trade tax from 350 to 400 points.
Holste also benefits from the lowering of the joint community levy. The municipality has to transfer a total of 675,000 euros to the district, the state (trade tax apportionment) and the joint municipality. She saves almost 50,000 euros compared to 2020.
That’s enough for a balanced budget. In the result budget, there is a surplus of 6100 euros. In the financial budget, the surplus is higher at 40,300 euros. Holste currently has no debts, and there are no plans to borrow this year either. Investments are not planned this year either. The construction of the new daycare center in Steden does not burden the Holster budget. The Lebenshilfe finances him in advance, the costs are offset. Because from this year the Hambergen community is responsible for the daycare centers, Holste has nothing to do with it. A down payment that Holste had already made in 2020 will be reimbursed by the joint community. The originally planned loan for the new building does not need to be taken out.
With the cycle path between Oldendorf and Steden and the Oldendorf thoroughfare, the municipality has tackled two major projects in recent years. And in the coming years the village renewal is due, which is to be tackled together with Axstedt and Lübberstedt. At the end of 2020, the stock of liquid funds was 64,000 euros.
Due to the good budget situation, a higher amount is to be put into the streets and paths of the community this year. The amount increased by 5,000 euros to 45,000 euros. In addition, there is money from the previous year that was not spent. A total of 60,000 euros are available for the maintenance of streets and paths. A further 10,000 euros have been reserved for the use of the building yard of the joint municipality. In addition to the general maintenance of the streets, heat damage to Dorfstrasse and Mittelstrasse and damage to Wellener Strasse could be repaired. A decision on this should be made in the coming council meeting.
Although the responsibility for the kindergartens has been transferred to the entire community, the five member communities have to bear the costs. How much is regulated by a key after the costs are distributed to the individual communities. Half of it is calculated from the tax force and the number of children. The entire community assumes a deficit of around 2.2 million euros. Of this, Holste has to take over 9.2 percent, i.e. 203,227 euros. In the 2020 budget, 104,000 euros were set, for 2021 the finance department had expected a deficit of 136,000 euros for the kindergartens. If the day nursery costs are added, which were previously passed on through the total community levy, according to Dennis Pleuß, this would amount to around 226,000 euros.
In addition, Holste now no longer has to pay repayments and interest on a loan. According to the 2020 budget, the municipality would have had to raise an estimated 31,700 annually for this. Axstedt and Lübberstedt would have been involved. The three municipalities had a cooperation for the kindergartens until last year, which is now no longer applicable due to the transfer to the integrated municipality.
In the opinion of the financial experts, it is positive that the development will continue in planning until 2024. However, this does not include any investments. Neither are the possible effects of the pandemic.
