Prime Minister Donald Tusk presents the budget for 2025

– We have set the bar very high when it comes to the budget – said the head of government. He also pointed to the “bad condition of the state inherited from predecessors”.

– Inflation in check, record economic growth for years, wage growth, start of investments related to nuclear energy and rail infrastructure.

– We have prepared a budget for construction and strength. We will build what is needed for Poland’s security, both direct and energy security. We have also decided on record high defense spending. We are talking about almost PLN 190 billion, please correct me, over PLN 186 billion. This is also an increase compared to 2024, which was already a record year – stated Prime Minister Donald Tusk.

He added that health care expenditure will amount to PLN 220 billion.

– In 2024, we adjusted the budget inherited from PiS, we were obliged to make very large payments resulting from previous ideas. But they had to be financed. Here, a classic example is 800+. During the campaign, PiS came up with the idea of ​​increasing 500 plus to 800 plus. But then the government comes along, finances it and actually pays it out. This gives you an idea of ​​the serious challenges we face – said the head of government.

Donald Tusk: Wage growth has clearly outpaced inflation

– Despite this, only in 2024 we not only provided financing for 800 plus, but we also decided on record high pay rises for teachers, a 20% pay rise for the entire budget sector. Recently we have adopted such decisions, the effect of which will be a radical increase. As for the current standards of pay of so-called social workers. In the autumn, the so-called grandmother’s salary will be paid – explained the Prime Minister.

The budget is within the framework of responsibility, but it is a generous budget. We want economic growth. But this economic growth will be record-breaking. In recent times we are talking about 3.1 this year, 3.9 next year. The minister believes that this may be one of the highest growths in Europe – Donald Tusk enumerated.

– All the time we will keep inflation in check. But this economic growth for us means economic growth in the pocket of every Pole, every Polish woman. We were stubborn and we made it happen. We will continue to do this, so that economic growth, the good condition of the Polish economy, is also combined with the material and financial security of people, especially those most in need – assured Donald Tusk.

– One does not contradict the other. This is, I think, the greatest achievement that we can be truly proud of. Plus this real salary increase. If we compare it with inflation, regardless of the fact that various things are getting more expensive, wage growth has clearly outpaced inflation and is being felt in people’s pockets – argued the head of government.

Then, the Minister of Finance Andrzej Domański took the floor. – I wanted to talk about the general principle that guided us in preparing this budget: we wanted to restore the budget’s role as the central, key document of the government’s economic policy – he said. – We decided to increase the economic growth forecast in 2025. We see that more growth engines are starting, we see an increase in investments – he said.

He also provided the value of one of the most important indicators. – The public finance sector deficit in 2025 will amount to 5.5% of GDP, and debt 59.8% – he stated.

– The budget for 2025 includes the repayment of PFR bonds and the Covid-19 Fund – informed the Minister of Finance Andrzej Domański. – We wanted to restore the role of the budget as the central, most important document of the government’s economic policy. That is why we included in the budget liabilities resulting from, for example, the repayment of PFR bonds or the Covid-19 Fund – said Domański.

– This high deficit is largely due to the actions we have taken in previous months, but also to the postponement and repayment of bonds and debt (…) from the Covid-19 Fund and the debt incurred by PFR. (…) It must be repaid next year. We want this repayment to take place from the budget – Domański said.

However, the specific amount of the deficit was revealed later in the conference.

The state budget revenues in 2025 will amount to PLN 632.6 billion. We expect a significant increase in VAT revenues by PLN 50 billion, CIT by over PLN 9 billion and excise tax revenues by over PLN 8 billion – calculated the head of the Ministry of Finance. The state budget deficit for 2025 will amount to PLN 289 billion. However, this deficit should be brought to comparable conditions. And remember that this deficit includes the repayment of PFR liabilities in the amount of PLN 34.7 billion. Repayment in the COVID-19 Counteraction Fund in the amount of PLN 28.5 billion – calculated Andrzej Domański.

He also pointed to the lack of profit payments from the NBP. – If we were to compare “apples to apples”, then this the deficit in conditions comparable to 2024 would amount to PLN 181 billion. Our goal, which I mentioned in the first sentences, is to restore the key, constitutional rank of the state budget – said Andrzej Domański.

Andrzej Domański: Investments will accelerate

After the minister’s speech, the prime minister answered journalists’ questions. Initially, however, they were not related to the budget issue, but to the reform of the judiciary. After a series of questions, the finance minister took the floor again. He listed the amounts that had been allocated in the budget for individual projects – widow’s pension, grandmother’s pension or 800 plus.

– We see a clear revival of economic growth, the key element of which will be investments – said the head of the Ministry of Finance. He pointed out that the government has allocated PLN 4.6 billion for the construction of a nuclear power plant.

The Minister of Finance also raised the issue of inflation. – The inflation that we are observing this year is significantly lower than that which was forecasted when creating the (budget act for 2024) – said the head of the ministry. – Let me remind you that inflation was expected at the time at the level of 6.6%. At the moment, we expect inflation below 4%. And while this is of course an extremely positive phenomenon, we are all happy that prices are growing slower, it has a significant impact on budget revenues – assessed Andrzej Domański.
