Petar Moskov came to the parliament to present to the BSP the proposals of the Ministry of Health for changes to the Law on Health Insurance, which are to be considered in the second reading by the parliament.
The BSP announced that they categorically do not support a large part of the proposals that are included in the changes to the Law on Health Insurance, presented to the group today by the Minister of Health Petar Moskov. To the greatest extent, the BSP are against the division of the health care package into basic and additional, the change in the management of the NHIF, the proposals for the payment of health contributions with a 15-year statute of limitations, and others, explained Emil Raynov.
In the last month, hospitals began to refuse treatment en masse due to lack of money, since this year for the first time firm budgets were proposed to the medical institutions, announced Raynov. Even cancer patients no longer receive medication and the chaos is complete. “Today it became clear that this chaos stems from a decision taken by the Supervisory Board of the National Health Insurance Fund on March 23, in violation of the Law on Health Insurance,” said Emil Raynov.
According to him and his colleagues from the BSP, the decision of the supervision of the NHIF to introduce limits for hospitals was taken in the presence of 7 people with 4 to 3 votes. However, in the Health Insurance Act, it is explicitly written that decisions are made with a minimum of 5 votes. This question was asked at the meeting, after which a member of the supervisory board was contacted by telephone and his vote was reported as “yes”. Nowhere in the law does it say that decisions can be made in absentia, said Rainov.
It is about a meeting at which a decision was made on the distribution of nearly 1.5 billion. BGN budget and it is frivolous to say the least, Raynov was categorical. He announced that the BSP is discussing an option to submit a request to the Supreme Administrative Court to declare this decision null and void. “On this basis, every single hospital and every single patient who, on this basis, did not receive a health service or medication, is able to seek their rights in court,” predicts Rainov.

It is about the reality of the health system, which was created by the administrative decisions of Minister Moskov, with the reduction of hospital limits and the formation of waiting lists, even for oncological diseases – even for painkillers, those suffering from cancer diseases will have to wait, explained Manolova. According to her, this state of the system can be characterized by one word – doom. Those in need of treatment and medication are doomed, she said.
Manolova explained that the decision of the supervision of the NHIF has already been attacked in the Supreme Administrative Court by two patient organizations, and the BSP will support this appeal with an additional argument about the legality of the decision because of the vote. “Due to this decision, which set hard limits for the hospitals, as a result of 95% payment compared to the corresponding month in the past year, similar announcements are made to the hospitals,” said Manolova and showed the photo again.
“Moscow presented to us its ambitious plans for the health reform – we will support some of them, for example, electronic auctions, the national health card and more state in the supervision of the NHIF, but we will categorically not support others – the division of the packages into basic and additional, the limits of hospitals, the waiting lists,” Maya Manolova also announced. On Saturday, there will be a national protest of cancer patients, she announced.
