The municipal councilors from BSP – Plovdiv will vote against the 2022 Budget of the Municipality of Plovdiv. This was announced at a press conference today by the socialist councilors. The decision was made last night at a meeting of the City Council on the basis of a position developed by the commissions to the plenum. He continues to be an active body, and the information about the termination of his mandate is false because it is also unconstitutional.
“The decision of the National Council is in favor the termination of the mandates of the chairmen of the city and regional structures, but not the party councils themselves,” explained the deputy chairman, Eng. Atanas Petkov. According to him, the statute of the BSP is categorical in this regard and the National Council cannot terminate their activities, as was announced. “The National Council can decide and start an early reporting-election cycle, but party councils stop functioning when new ones are elected. This also applies in the situation of an early full cycle of reports – elections”, Atanas Petkov explained exactly the statutory rules. Therefore, according to his words, at last night’s meeting, Associate Professor Angel Ivanov was elected as the temporary acting “Chairman of the City Council”. In some district councils of the BSP, the same procedure has already passed, and in others it is to come. Asked why this punitive action is now being taken against the Plovdiv party organization, Petkov answered: “To divert attention from other problematic issues, such as poverty, galloping prices of fuels and energy carriers.” Nikolay Radev also recalled the positions of the socialists in the city and the district regarding the participation of the BSP in the ruling coalition. “I hope the same thing does not happen to colleagues in the District Council,” he added.
Decision No. 83 of the National Council of April 9, 2022 contains unconstitutional measures. “The rate of representation in the district conferences and in the city conference cannot be determined by the National Council. Article 22 (5) and Article 26 (5) of the Statute state that this is only within the powers of the regional councils and the City Council,” emphasized Atanas Petkov. He explained that the working group defined in the SC decision can only support the process of conducting the reporting-election cycle. “In the previous Statute, the powers and functions of such a task force intended for interim leadership were spelled out. As one of the active participants in the drafting of the new Statute of 2017, I remember very well that Ninova insisted that these powers be dropped. That is why similar groups do not exist in the Statute from 2017. I hope that the head of the working group for Plovdiv – Atanas Zafirov, does not work according to the old Statute. I send him a primer to learn to read; and Statute of the BSP from February 5, 2017 to start reading with understanding,” Petkov concluded.

The budget of the Municipality of Plovdiv for 2022 is a budget not only of stagnation, but also of degradation, according to BSP advisers. “It does not reflect the priorities and projects important to the city”, pointed out Todor Stoilov, who analyzed the parameters of the financial framework in detail. “The risks associated with the severe financial and economic crisis are not foreseen,” added engineer Yordan Vassilev. According to Dr. Atanas Batashki, the funds for social and health activities are insufficient, and the proposals of the BSP, made before the public discussion, have not been reflected. Objectively, the regional governor can return the decision to adopt the macro framework because the Law on Public Finances has been violated. “The budget is a procedure, not an Excel spreadsheet,” said the former deputy and chairman of the Finance Committee of the City Council, Georgi Tarnovaliyski. This procedure is accompanied by a protocol of public consultation and a three-year budget forecast. The latter was sent to advisers by the administration only last night, without being discussed in the standing committees. “From the budget forecast, it is clear that Plovdiv will have a huge debt in three years. The period begins with about BGN 40 million in loans, which after three years grow to about BGN 125 million,” explained the chairman of councilors in the local parliament, Nikolay Radev. He was categorical that such a financial burden means an increase in taxes, fees and fines for the people of Plovdiv.
