Bron labeled “Educational City”: a major program –


In early February, the city of Bron was labeled “Educational City”: a government distinction for educational policies in priority neighborhoods. Its objective is to decompartmentalize the work done by the actors of the state, national education and the associative world.

The labeling as an “educational city” is valid for three years and corresponds to a government call for projects aimed at educational policies in priority neighborhoods. The city of Bron has two, Parilly and Terraillon. One of the objectives is to decompartmentalize the work that can be done on the one hand by national education (schools, college, high school, university), on the other hand by the city, state actors and associative actors. François-Xavier Penicaud, Deputy Mayor for Education of the city of Bron, underlines the municipal will to build a plan and an action program that gives priority to education: ” We have a conviction shared with the actors of the State and the city that education is the mother of all policies. It is the one from which the greatest inequalities can come but also the one which can be the source of the sustainable construction of cohesion and success for all. ».

Two-thirds of the mandate’s investments dedicated to education

The city of Bron had given priority to education from the previous term of office. It was selected this year thanks to the continuation of very strong partnership work between the city’s educational players. From summer to last autumn, a series of workshops were set up bringing together parents of pupils, teachers, associative actors, schools and all the municipal teams participating in the educational effort. ” Bron’s project was selected because it was not the promise of cooperative and partnership work, this work had already been initiated and it needed to be reinforced », specifies François-Xavier Penicaud.

The city’s participation is up to 25% of the overall effort, the rest being provided by the State. This corresponds to 100,000 euros for the city and 300,000 at the expense of the State per year to support the educational city project. In addition to this, over the duration of the municipal mandate, education is the first investment budget of the city: 33 million euros in total, which represents two thirds of the investment budget. The majority will be materialized in the construction of a new school in Les Genêts, several extensions of establishments in the popular districts of Terraillon (in particular Louise Michel), a program of renovation and greening of schoolyards co-constructed by the pupils and establishment staff.

Support major national innovations

The city of Bron was also received this year because it supports a certain number of innovations for the benefit of equal opportunities in the districts. Work on several fronts to better live at school and orient oneself

A whole section of the educational city is dedicated to questions of orientation, integration and employment, in particular via the local action committee against unemployment (CLACC), launched at the start of 2021. It serves to synergize the fifty or so associations or institutions working on employment issues. “Instead of everyone informing their beneficiaries of their actions, everyone is given the opportunity to be the sounding board for the actions of others” explains the elected Brondillant. The results were not long in coming: This strategy has enabled us in 2021 to almost triple the number of job interviews. Where we had one person who had two job interviews, today we have two people who have three job interviews”.

The fight against school bullying is also a priority. A partnership was set up with the National Education on PHARE government system. Its purpose is to train educational staff and city officials such as Atsem in dealing with situations of school bullying. In collaboration with parents of students and l’association HUGO !, the municipality is developing a flyer for families, teachers and children. The urban renewal plan for the Parilly district carried out jointly with the Metropolis and the State should bring a social mix within school groups. In addition to the actions on the building, the enhancement of the school will also go through the fight against dropping out of school, discrimination and working on the self-esteem of the students.
