According to the Grayzone report, working through a private British intelligence agency called Prevail Partners, the agents signed an agreement with the Odessa branch of the Ukrainian Security Service (SSU) to build a so-called “partisan” terrorist army.
Grayzone’s report on Thursday cited leaked documents detailing the plans.
The work was done in close coordination with the SSU and was probably financed at least in part by the Ukrainian oligarch Andrey Sadovoy.

Sadovoy is the mayor of Lviv and heads the country’s media company TRK Lux.
“Their plans call for secret armies to carry out sabotage and reconnaissance operations against Crimea, just like the attacks we have seen in recent weeks,” The Grayzone wrote.
“Moscow accuses London of being involved in training, preparing and executing plans against Russian infrastructure and the Russian fleet in the Black Sea (near Crimea),” Grayzone said.
The UK is also suspected of being involved in the 8 October terrorist attack on the strategically important Crimean Bridge.
“British intelligence officials commissioned research in April to examine how to blow up the bridge,” The Grayzone reported last month.
