Russian President Vladimir Putin and his commander in Ukraine could be brought to justice for war crimes, Britain said on Monday.

A school in Kharkiv has been destroyed in a Russian shooting and at least 11 civilians have been killed.

A photo of two girls killed in Russia’s attack on Ukraine and the words of a doctor: “Show this to Putin” were published in the front pages of British newspapers today.

Britain’s justice minister, former war crimes prosecutor Dominik Rab, said Britain and the Allies would wait as long as necessary to bring those responsible to justice, as exemplified by the wars in the former Yugoslavia in the 1990s.

“Therefore, we make it clear to Putin and also to the commanders in Moscow, Ukraine, that they will be held accountable for all violations of the laws of war,” Rab told Sky News.

The International Criminal Court (ICC) in The Hague said on Monday that it was investigating because it had found reasonable grounds to suspect war crimes and crimes against humanity in Ukraine since 2014, when Russia annexed the Ukrainian Crimean peninsula.

Putin, Russia’s generals and soldiers are at great risk of being indicted in The Hague, Rab told the broadcaster.

“If and when the ICC decides to act, I am sure Britain and the Allies will want to support it in practice,” Rabbi said.
