Bridging Fund: 1000 euros per month for freelance artists

Starting in July, freelance artists are to receive 1,000 euros per month through a bridging fund created specifically for them. Minister of Culture Werner Kogler, Secretary of State for Culture Andrea Mayer (both Greens) and Finance Minister Gernot Blmel (VP) announced yesterday. 90 million euros are available and 15,000 artists are eligible. The payment is processed via the Social Insurance for Self-Employed (SVS), to which 15,000 artists have just been registered. All those who are not covered by the bridging fund were asked to continue to contact the now modified Hardship Fund of the Chamber of Commerce and the artist social insurance fund. A package that should help the big institutions is still being worked out, said Mayer.

From July onwards, artists could not only apply for 1000 euros per month, but also receive a higher amount at once (at most 6000 euros). The bridging fund had become necessary “because many of the measures taken so far had not yet been adequately absorbed. We have listened, now we are taking action,” said Mayer, who emphasized that the payment should be “quick and unbroken”. “We will check afterwards,” said the state secretary.

Upper Austria’s governor and cultural officer Thomas Stelzer now wants to go one step further towards the creative artists. He commissioned cultural director Reinhold Krter to invite artists and cultural workers to a job interview on June 4th. The aim is to evaluate emergency aid measures and to prepare further steps.

“The last few weeks have shown what is missing if art and culture cannot be effective in our country. We will close this gap,” said Governor Stelzer. Since March 10, the state has paid around 2.8 million euros in funding in the field of art and culture (clubs, organizers, festivals, scholarships).

Thomas Diesreiter, managing director of the cultural platform Oberösterreich (KUPF), says about the bridging fund: “From the announcement it sounds much better than we have had before. Details like the submission criteria have to be looked at. In addition there will certainly be some artists again who don’t fall in there, you have to do something for them too. ” (att)
