Brazil’s Obligation to Arrest Putin at G20 Summit in Rio de Janeiro 2024

Brazil may arrest Russian President Vladimir Putin when he attends the G20 summit in Rio de Janeiro in 2024. Brazilian President Luiz Inácio Lula da Silva thus goes back on his statement that Putin does not have to worry.

“I don’t know if the Brazilian justice system will arrest him,” the Brazilian president said. “That is what the judiciary is about, not the government.”

Lula’s statement is remarkable because he previously said that the Russian president does not have to worry if he comes to the G20 summit. Lula stated that Putin will not be arrested as long as he is still president of Brazil.

Brazil will host the G20 summit next year. The country has joined the International Criminal Court (ICC) and is therefore obliged to arrest Putin if he enters the country.

The court in The Hague has issued an arrest warrant against Putin due to the war in Ukraine. Russia is said to have illegally deported children from occupied territories to its own territory.

Like Brazil, other members of the ICC are also struggling with the obligation to arrest Putin. There was still discussion about this in South Africa in the run-up to the summit meeting of the BRICS countries. Putin didn’t go there in the end. The Russian president has hardly left his country since the invasion of Ukraine.
