BPK Finds Overpaying Salaries of DKI Provincial Government Employees of IDR 4.17 Billion

The Supreme Audit Agency (BPK) gives an unqualified predicate (WTP) to financial statements DKI Jakarta Provincial Government. However, BPK stated that there were still a number of findings related to the DKI Provincial Government’s financial reports, one of which was about overpayment of salaries.

In the 2021 DKI Jakarta Examination Results Report (LHP), BPK stated that there were findings of overpayment of salaries for employees in the DKI Jakarta Provincial Government of Rp. 4.17 billion. The findings were conveyed by the Head of the DKI Jakarta BPK Representative, Dede Sukarjo, in the plenary meeting of the submission of the LHP to the RI Representatives of DKI Jakarta at the DKI Jakarta DPRD, Tuesday (31/5/2022).

“On the expenditure side, BPK also found several problems including overpayment of salaries, regional work allowances, and TPP of Rp 4.17 billion,” said Dede.

BPK also highlighted the overpayment for goods and services expenditure of Rp 3.13 billion and overpayment for the implementation of work that was not in accordance with the contract amounting to Rp 3.52 billion. In terms of asset management, BPK highlighted the lack of fulfillment of building floor coefficient (KLB) obligations.

“BPK also found problems with the lack of fulfillment of building floor coefficient or KLB obligations of Rp 2.17 billion, the recording of dual assets or fixed assets has not yet been determined and there are 3,110 parcels of land that have not been certified and the use of fixed assets by third parties is not supported by a cooperation agreement. ,” he said.

In terms of revenue, BPK highlighted the weakness of data collection, determination, and collection of local taxes. This results in a reduction in local tax revenues.

“BPK found weaknesses in the process of data collection, determination and collection of regional taxes which resulted in a shortage of regional tax revenues, among others, there were 303 BPHTB taxpayers who had completed the transfer of land or building ownership certificates but the BPHTB was not set at Rp. 141.63 billion, ” he said.

BPK also submitted a report on the results of poverty reduction efforts in 2021, performance on the effectiveness of the management of the Jakarta Smart Card (KJP) Plus and Jakarta Excellent Student Card (KJMU) for Fiscal Year 2021 as well as an overview of local government in 2021. As a result, BPK noted the success of DKI Jakarta in supporting the implementation of 12 year compulsory education program.

“BPK noted several positive achievements of DKI Province in efforts to reduce poverty and the implementation of the KJP plus and KJMU programs in an effort to support the implementation of the 12-year compulsory education program and increase access and learning opportunities in higher education for students who are economically disadvantaged,” he said.

However, BPK found that the amount of KJP plus and KJMU funds still deposited in the escrow account of Rp. 82.97 billion and deposited in the recipient’s account due to channel failure of Rp. 112.29 billion.

“For this reason, BPK recommends that the KJP plus and KJMU funds that are still in the account are deposited back into the regional treasury so that they can be used for the implementation of the next program,” he said.
