“The budget gave a loan of 1.650 billion to the Deposit Guarantee Fund – this is an insurance education in which bankers insure themselves with money from their profits. This 1.650 billion was given at a fixed rate of 2.95% interest. Now there is still 500 million left to return. “But 105 million was earned from the interest – so not only is the budget not damaged, but it is in profit,” said Tsonev.
“The money was given by the banks from their profits, not the budget,” the deputy pointed out.
Yordan Tsonev, who in the past headed the finance committee in the parliament, commented on the so-called “Second transcript” for KTB, which was declassified by President Rumen Radev. It reflects a conversation with Rosen Plevneliev held on July 14 – a week before the expected opening date of the KTB, closed by the BNB a month earlier.
“There were two scenarios discussed there: the first, by law – going into bankruptcy, revoking the license and starting paying out the deposits from the Deposit Guarantee Fund 20 days later. The second scenario was to split the bank into “good” and “bad” to save assets. This meant nationalizing the bank, but there was no law for that in Bulgaria,” he explained.
“We, the DPS, proposed the second option – that the bank be divided into two according to European practice, and that the bad assets be separated into a “sick” bank,” Tsonev pointed out.
According to him, the same funds would have been spent – 3.5 billion, but the bank would have been saved. He gave the example of the Portuguese bank “Espiritu Santo”, which was in a similar situation, but was rescued and allowed to function, and was later sold by Portugal to a Chinese investor for half a billion euros more than the amount , needed to save her.
“Atanas Merdzhanov, Mihail Mikov and Rumen Gechev were against it, and DPS held this position, because the healthy assets would remain and the deposits would remain”, pointed out Tsonev.
In his words, Tsvetan Vassilev is to blame for the bankruptcy of KTB, and for the fact that the BNB claimed that his bank was in good condition – two heads of supervision at the Central Bank have already been charged.
“I don’t know what he was doing in his bank. I have also had many meetings with him, and I still go to bankers. At that time – as the chairman of the budget committee, I had an initiative that turned into a law – to reduce the pressure on customers… My visits were official, private visits were made to restaurants, to cafes in homes. All my meetings (in Vassilev’s office – editor’s note) were official,” said Yordan Tsonev.
He denied having any money in KTB – neither personal nor DPS.
“In my opinion, the real culprits will be blamed for the bankruptcy. The chief prosecutor promised that the indictment, which was 15,000 pages long, would be filed by July 20 – that’s what I read in the media,” he added.
“On the issue of new planes for the army, the parliament has written down what needs to be done. Since the cabinet did not agree with the decision of the Council of Ministers, it could have canceled it instead of the matter going to the National Assembly. I think that in this way we are delaying the procedure. We have no relation to the choice of aircraft – only the best, most economical one should be chosen”, commented Tsonev.
According to him, crime has no ethnicity – a criminal is a criminal, regardless of whether he is a gypsy, a Turk, or a Bulgarian, but the cabinet is trying to make crisis PR for the nationalists.
“Valery Simeonov runs from case to case and tries to look like an ethnic peacemaker. From the DPS, we want to tell Boyko Borisov that there is no way the leaders of the nationalists can be ethnic peacemakers, they are trying to do crisis PR with processes that are dangerous”, Tsonev also said.
