Borisov scolded Kalfin and he obediently withdrew his proposal –

/ world today news/ In the pre-election commotion, we hardly paid attention to the dispute in the government regarding the size of the minimum insurance thresholds proposed by Deputy Prime Minister Kalfin.

In fact, there was no such dispute. Borisov scolded Kalfin and he obediently withdrew his offer. But the story deserves a brief analysis because it is very indicative of the way decisions are made in the state – behind the scenes, unprincipled and under the pressure of WHO.

What actually happened? The Minister of Social Affairs proposed an increase of the minimum insurance thresholds by 7.5% in 37 economic sectors, deciding to make an exception for the manufacturers of tobacco products. The Reform Bloc immediately roared that this exception was a lobbying gift for “Kings” and “Bulgartabac Holding“, where part of the shares are held by Delyan Peevski.

The minister justified himself that his decision was dictated solely by economic logic: in all business activities for which he proposes an increase in insurance, there was a growth in economic indicators. Only for tobacco production there was a decline.

His critics refuted him, at least on some of the key economic indicators, and accused him of double standards aimed at financial benefits for the owners of cigarette factories in Bulgaria. For example, analysts have pointed out that in other sectors the contraction in employment for 2015 was much greater than in tobacco production. In addition, according to the own reports of “Kings” and “Bulgartabac Holding”, both companies have improved their financial indicators.

The next day the Deputy Prime Minister Kalfin issued an official statement, which should enter the textbooks as a model for political self-burial. In it, he explains why and how it came to the administrative imposition of minimum insurance thresholds in some economic activities and on the basis of which economic indicators he decided to make an exception for tobacco producers. Throughout the statement, Kalfin passionately defends his decision as correct and based on principle. In the last sentence, however, everything suddenly turns upside down and we understand that the deputy prime minister has capitulated to the boss: “After a conversation with the Prime Minister and at his request, I will change my initial proposal and introduce a variant in which the minimum insurance contributions in all economic activities are increased by the same amount – 7.5%.”

End – no arguments, no explanation for turning it 180°. Apart from the Prime Minister’s “request”. Is Mr. Borisov so charming or, on the contrary, is he so evil and scary that his “request” is irresistible? If the social minister was really convinced of his original decision, why didn’t he stand by it? Why did he kneel to Borisov so quickly? If the case for making an exception for tobacco farmers was really as strong as Calfin claimed in his statement, why was he unable to convince the Prime Minister with them?

From Boyko Borisov’s statement, however, we understand that it is not a request at all. That’s right. The Prime Minister scolded the Minister of Social Affairs and did not ask him to change his mind. “Last night I scolded Deputy Prime Minister Kalfin after I found out about the insurance thresholds and the exception that is made for tobacco producers. So this will not be accepted. I guarantee that,” said Borisov.

What’s more, the prime minister resented that he was taking on liabilities for something he didn’t even know about in advance. “And I hope that next time, when there are similar wishes or announcements in the public space, because this did not go through either a council or a tripartite meeting, I will be notified.” Why didn’t Mr Kalfin inform the Prime Minister, especially if he had good reasons for his decision? Don’t ABV value dialogue above all? Or did the Prime Minister know and everything was arranged, but when there was an uproar, they decided to play the game with the bad minister and the good PM who eventually restores justice?

Radan Kanev has a major role in this storyas we learned from a source close to RB. Outraged by yet another gift for Peevski, Kanev initially requested a meeting with the Minister of Social Affairs regarding the increase in social security thresholds. After that, however, he decided to act directly through Boyko Borisov, knowing that in Him is both the knife and the bread. The goal was not simply to force Kalfin to change his mindin which RB sees favoritism to KOJ. It is also important the deputy prime minister’s party – ABV, to be put in her rightful place – to remind her that her 11 deputies are not even needed by the rulers for a mathematical majority. Borisov’s statement that he had a fight with Kalfin achieves both goals brilliantly – by publicly rubbing the nose of the Deputy Prime Minister and Deputy Chairman of ABV.

Both Borisov and Kanev benefit from this move. Borisov once again reminded who is the Big Boss and that nothing happens in the state without His consent. The electorate of GERB likes the Father to publicly rebuke erring ministers and others from the “matriala”, to pull ears and deliver justice. And Kanev and RB took revenge on ABV and Parvanov for their incessant criticism and demands for resignations of reformist ministers.

But let’s leave aside the relations between the parties of the ruling majority – they fight and kick each other as much as they want. The problem is that, despite their promises of transparency, key government decisions continue to be shrouded in fog. Citizens are kept in the dark with what arguments and on the basis of what principles they are taken. As is convenient for WHO and Him?!
