“Yes, wars are won or lost on the battlefield,” EU High Representative for Foreign Affairs and Security Policy Josep Borrell said when he arrived at a meeting of European foreign ministers in Luxembourg.
“We will discuss expanding aid to Ukraine,” he was quoted as saying by the European Commission’s press service.
“You can now go to Kyiv as much as you want, I am a witness. We have reopened our mission there,” he stressed.

Russia’s war in Ukraine, not sanctions, is causing an escalating global food crisis, Borel said Monday.
“The Russians are causing shortages. They are bombing Ukrainian cities and provoking world hunger,” he told a news conference after a meeting of EU foreign ministers in Luxembourg.
According to Borel, the Russian military “is planting bombs in the fields of Ukraine, and the Russian navy has blocked dozens of ships full of wheat.”

“They are bombing and destroying wheat stocks and not allowing that wheat to be exported,” Borel said.
He warned that in addition to the war raging on Ukrainian soil, “there is another war: the war of words.”
While Moscow is trying to portray Western sanctions as “the cause of food shortages and rising prices”, it is Russia that is “provoking world hunger by blocking ports, wheat and destroying wheat stocks in Ukraine”.
Russia, but that possibility is being discussed, Borel added.
“Let us have no illusions: if we stop importing gas and oil today, it will not stop the Russian army in the coming weeks.”
