Blok: no support for starters for the time being | To undertake

Starting entrepreneurs cannot claim the allowance for fixed costs (TVL), because this scheme looks at lost turnover compared to a period in which their company did not yet exist. A large majority of the House of Representatives wants these starters to receive support to keep their company afloat.

Delay

Blok, however, does not feel like tinkering with the conditions for the TVL, because this would lead to major implementation problems. “That really means that you are going to put more than 100,000 entrepreneurs in the delay. They need the money, I’m really not going to do that,” said the minister. The RVO implementing agency is already having great difficulty dealing with the number of TVL applications. He also warns that the already present risk of fraud and abuse will increase even more.

Blok wants to see, together with implementing organizations, whether a scheme can be set up in addition to the TVL that can help the target group and is fraud-proof. He promises to do his very best to come back to that in January. “Given the complexity, earlier is really not possible.”

Guarantee

VVD MP and fellow party member Thierry Aartsen is happy that Blok wants to map out the possibilities for support for starters, but does want a guarantee that this will actually yield something: “The investigation cannot show that these people do not receive any form of support. .” Blok does not want to make that commitment, however.

Self-employed people do not have to rely on a new support scheme at all. They were able to make use of the Temporary bridging scheme for self-employed entrepreneurs during the corona crisis, but it will not return. State Secretary Dennis Wiersma (Social Affairs) points out that this group can rely on an existing safety net, the social assistance benefit for the self-employed (Bbz).
