On the professional platform ArtStation, interesting information was found in the profile of the senior concept artist of the Cloud Chamber studio, Mack Sztaba. He indicated 2028 as the release date for BioShock 4.
Considering all the difficulties faced by the game developers, this date looks realistic. Although there are fears that the game will not be released at all.
