Biological method approved for delivery by only single trucks and motorcycles… Processing without collecting opinions from the damaged industry

The Living Logistics Service Development Act, which recognizes only trucks and motorcycles as means of delivery and delivery, passed the National Land Transportation Committee on the 24th. Related industries are protesting against the’New Industry Development Hindering Act’, which puts not only the delivery of cars and bicycles that are still in use, but also the delivery of drones, a promising new industry, into the blind spot of the law.

The National Assembly’s Land Transportation Committee held a plenary meeting on this day and dealt with the so-called’courier method’. The Biological Law is a law with the purpose of preparing the legal basis for a variety of recently emerged courier transport methods other than trucks. However, vehicles other than trucks and two-wheeled vehicles were excluded from transportation under this law. This is because of the backlash from the cargo union that “if other means of transport are recognized, freight car delivery will be hit.” Eventually, businesses that use other means of transportation, such as cars, bicycles, and electric kickboards, like in the past’Tada’, are at the boundary of the law, neither legal nor illegal.

Right now, Coupang Flex, Coupang Itz, and Baemin Connect are expected to become businesses without legal basis. The basis for promoting drone delivery, which President Moon Jae-in directly selected as an innovation case, will disappear. It is highly likely that the conflict between Tada and the taxi industry last year will be reproduced in the parcel delivery industry. Tada, which had been operating without a legal basis at the time, quit service when the “Tada Ban Act”, which emerged from the backlash of the taxi industry, called “illegal”, passed the National Assembly.

Related industries were concerned that the contraction of new industries due to increased uncertainty became apparent. An industry official criticized, “A few months after the Tada crisis ended, we have to think about what remains besides citizens’ discomfort and shrinking new industries,” and said, “The National Assembly is making the same mistakes.”

Is it a’second ride’ for transportation companies using bicycles, kickboards, passenger cars, and walking?

When the government and the ruling party exclude cars, bicycles, and kickboards from the Living Logistics Service Industry Development Act, there are criticisms that it is a one-way treatment that omits opinion collection and deliberation procedures. It is pointed out that it is pushing the bill by reflecting only the breath of the cargo industry, an interest group in the existing industry. It is reported that there was no process for collecting opinions from stakeholders such as Coupang, the People of Delivery, and GS Retail, which are in the parcel delivery industry using cars and bicycles.

According to related industry officials on the 24th, the biggest problem with the courier industry coming out of the law and going to the’gray’ area that is neither legal nor illegal is the’business uncertainty’. An industry official said, “The most worrying thing about doing business is the uncertainty,” and said, “Who will invest in an industry that might be banned?”

It is analyzed that if the industry shrinks, there is a high possibility that a significant number of jobs will naturally decrease. According to the Samsung Transportation Safety Research Institute, etc., it is estimated that 150,000 people are currently employed in cars, bicycles, walking, and kickboards.

The legal basis for the drone delivery industry, which predicts that it will become a promising new industry in the future, has also disappeared. President Moon Jae-in announced the’Road Map for Promoting the Use of Drone Parcel Delivery’ at a state affairs review and coordination meeting held in October last year, presided over by Prime Minister Lee Nak-yeon, and ordered business revitalization. Nevertheless, the government ruling party came up with a bill to reduce competitiveness. Already, Amazon and Uber in the United States have announced that they will commercialize drone delivery within 3 to 4 years, and in China, drone delivery companies such as’DJI’ and’Leehang’ are being activated at a rapid pace.

“What is needed in the new industry-old industry conflict is the mobility of workers… the change in the industry cannot be artificially prevented anyway.”

Some say that the Democratic Party has made a “vote” choice, just as the taxi industry gave its hands in the past tada-taxi debate. Currently, the freight industry is limiting the number of vehicles through commercial license plates in order to prevent the fare drop due to the unlimited increase in vehicles. The yellow license plate for business has a premium of tens of millions of won, similar to the premium for a taxi license, so-called’number value’. The freight industry was concerned that the recognition of other modes of transport would be hurt. The Democratic Party accepted these opinions from organized freight unions such as the National Federation of Freight Vehicles, the National Federation of Individual Freight and Vehicles, and the National Federation of Freight and Car Transportation.

In the first plan proposed by Congressman Hong-geun Park in June, drones, in addition to trucks and motorcycles, are regulated as means of transportation, and cars and bicycles can be determined by Presidential Decree. Afterwards, the cargo union’s opposition made all other means except for trucks and motorcycles to be decided by Presidential Decree, and when they objected again, only trucks and motorcycles were recognized as law.

It is necessary to induce them to move to new industries in consideration of the damage to workers in the old industry, but it is pointed out that coming up with a law in the direction of hindering the appearance of new industries is a completely different problem. “It is difficult to protect the existing industry itself only if the direction of encouraging the movement of workers in the industry is difficult,” said Sung Tae-yoon, a professor of economics.
