Bill to simplify economic life: the government is relaunching its text in the Senate

Carried at the start of the year by Bruno Le Maire, and scrutinized by the senators at the beginning of June, the text of the previous government had been put on hold just before the solemn vote of the Senate, at the time of the dissolution of the National Assembly, June 9. But the government reorganization of the summer did not undermine the ambitions of the executive on this project supposed to “debureaucratize” business life: the parliamentarians of the upper house are preparing to adopt it very widely in the future. -noon, before its transmission to the National Assembly.

“Major source of savings”. In the new team, the file was entrusted to the Minister of the Civil Service Guillaume Kasbarian, who promised an examination in the Assembly “at the beginning of next year at the latest”, in an interview with Echos Tuesday. “Simplification is a major source of savings and time saved for our businesses and for our economy,” continued the minister, who even wishes to initiate an interministerial “consultation” to extend the text to other sectors such as housing, local authorities or agriculture, gaps already identified by the Senate during the spring debates.

The Upper Assembly, dominated by an alliance of the right and the center which fully supports the government, seems to view this attribution of the file to Mr. Kasbarian favorably. “We were waiting, but we are delighted that the subject has been taken up again. Seeing the Minister of the Civil Service take up the file is a good signal because simplification is a cross-cutting issue,” Senator LR Catherine Di Folco, co-rapporteur on the text, told AFP.

Tests PME. Often very technical, the bill contains numerous measures on very diverse areas of the economy – public procurement disputes, mining code, industrial installations… It also proposes to establish SME tests, a mechanism aimed at to evaluate in advance the impact of all standards on companies, and translates into law the desire of the previous government to review the 1,800 Cerfa forms and the 2,500 administrative authorizations which make the daily life of companies heavier.

A painstaking job for which the government requested authorization to reform by ordinance. A demand refused at this stage by the Senate, which also directly opposed a symbolic measure: the simplification of the employees’ pay slip, which would go from 55 lines to only around fifteen.
