Representative Hala Abu Al-Saad, a member of the House of Representatives, announced that she introduced a bill requiring pre-marriage drug testing after reality showed that drug abuse is a major reason for high divorce rates.
Congressman confirmed that the Drug Testing for Married Persons Bill requires there to be a drug test as part of the medical examination and drug use assessment, and inform each party of the findings of this analysis, so that things are clear.
Masrawy publishes the most important information on the bill, which the MP seeks to present officially to the office body after reaching the legal quorum, which came as follows:-
The verification of these diseases, the modalities of the examinations, their typologies and the authorized ones are issued with a provision of the Minister of Health, in agreement with the Minister of Justice, it being understood that whoever documents a marriage in violation of the provisions of this article is subject to disciplinary action.
The bill added articles 31 bis a, 31 bis b and 31 bis c, with the following texts, where (article 31 establishes that it is necessary to document a marriage contract before the authorized person or the documentation authority for conduct a drug test for each spouse to ensure that neither of you has taken any drugs because of the effect they will have on married life in the future.
The analysis is due to drug abuse by any of the agencies affiliated with the Ministry of Health and Population or the Ministry of Higher Education and Scientific Research.
(art. 31 bis b) provides that in the event of a positive outcome of an analysis for drugs without medical need of one of the spouses, immediate communication must be given to the other party.
In the event of ascertained abuse, the notary cannot carry out the deeds until after the counterparty has become aware of them.
(art. 31 bis c) provides that whoever violates the provisions of articles 31 bis A and 31 bis C is punished with arrest and a fine of not less than 5 thousand lire and not more than 20 thousand lire, or with one or the other of the two.
The explanatory memorandum of the bill stated that the constitution stipulates in article 10 that the family is the basis of society, its foundation is religion, morals and patriotism, and the state is interested in its cohesion, stability and consolidation of its values.
