Bill approved that would allow undocumented immigrants to buy a house in California

House Bill 1840 now awaits the signature of Governor Gavin Newsom who will decide whether it becomes law.

California senators approved House Bill 1840 on Tuesday, which will allow undocumented migrants to access a loan to buy a home for the first time.

The proposal was approved by state senators 23 to 11 and sent to the Assembly for a final vote. It now awaits Governor Gavin Newsom’s signature, which will allow the initiative to become law or not.

The bill would include the California Dream for All home loan program and allow for changes to eligibility requirements, which currently do not allow undocumented people to apply.

The initiative is promoted by Democratic legislator Joaquín Arámbula, who claims that if a person pays taxes in the United States, they have the right to participate in the program, regardless of their immigration status.

The California Dream For All loan program has been in effect since 2023 and provides down payment assistance to first-time homebuyers who qualify. “The program has not been clear about the eligibility of undocumented individuals, and AB 1840 addresses that issue,” Arambula told KTLA.

How does the program work?

The program is under the supervision of the California Housing Finance Agency, operates at the state level and seeks to help low-income people buy a home. Currently, only those with papers can apply.

To access the program, you must request a letter of admission to the program, proof of residence, identification documents issued by the State, United States or foreign passport, approved visa, green card (permanent resident card) or employment authorization document.

If the person is a beneficiary of the program, he or she can receive 20% of the purchase price of the home or up to an amount of 150 thousand dollars. This amount must be returned by the beneficiary and another 20% of the appreciation value of the home when it is sold.
