The Municipality of Braga extended the deadlines for the public discussion of the Municipal Master Plan (PDM) for the Sete Fontes area and the respective Urbanization Plan, as well as the amendment to the Regulatory Code of the Municipality of Braga – Historic Center.
These participation processes will, therefore, have a longer term than legally foreseen in order to promote a wide and comprehensive discussion among the society of Braga.
According to councilman Miguel Bandeira, “the Chamber has sought to actively involve all stakeholders, citizens and institutions, in the formatting of its structural documents, of which these two processes are an excellent example. A longer term means more participation and, of course, a richer and more legitimate final document ”.
The public discussion of the change to the title of part B of the Regulatory Code of the Municipality of Braga – Centro Histórico was extended for another 30 days. The changes are available for consultation on the Municipality’s portal and Balcão Único.
The public discussion of the process related to the alteration of the PDM for the Sete Fonte Area and the Urbanization Plan will have a period of 60 working days.
All documents are available for consultation on the portal setefontes.cm-braga.pt or, physically, at the Balcão Único, located in the Pópulo building, from Monday to Friday, from 9:00 am to 5:30 pm.
The formulation of complaints, observations and / or suggestions can be registered on the portal, Balcão Único or by email
Family wants expropriation
However, seven heirs of a family from Braga turned to the local Civil Court to try to force the Chamber to expropriate the 1.8 hectares of land it owns in Sete Fontes. As O MINHO learned, the owners ask for the appointment of an arbitration commission for expropriation, arguing that they do not accept the value offered by the Chamber – which wants to create an ecopark in the area – of 14 euros per square meter.
The ecomonumental park will have as its main anchor the old system, from the 18th century, of water supply to the city, which is a national monument.
The lawsuit follows an identical one, filed in 2019, by businessman Ermelando Sequeira, from Vilaminho, with 4.5 hectares in the area. ”I was forced to go to court because the Chamber does not speak. It sinks people into paralyzing bureaucracy and disrespects their rights and interests, ”he said. And he asks: “Where did you get the ten euros? They give me less than the price I paid for them ”.
In addition to the civil action, the Sampaio family also appealed to the Administrative Court, although without immediate claim for compensation, arguing that the land in the area is worth 100 to 120 euros per square meter, which makes the proposal to pay ten euros “unfair” . So far, the largest owner, Veloso de Azevedo, with 7.5 hectares, has not appealed to the court.
Contacted by the way, the councilor of Urbanism of the Municipality, Miguel Bandeira, stressed that he does not know the action in detail, stressing that he respects the rights of landowners in the area: “I do not comment on this, I just say that the process of creating the ecopark is in public discussion ”.
The mayor rejects criticisms of “lack of dialogue”, recalling that, recently, by mutual agreement, 9700 square meters of land in the area were purchased, 7 300 of which were allocated to the Sete Fontes project. “It is not an easy process, it has many difficulties to overcome along the way, but Braga will have its ecopark”, he says.
