As the city of Biel states, a loan has been approved for the joint project with the Fröhlisberg housing cooperative for district and area development.

The city council has approved a commitment credit of CHF 82,000 for the implementation of an urban development process in the “Mühlematte” area.
The planning area includes the area between Gottstattstrasse, Forellenweg and Mühlestrasse, i.e. directly south of Schüssinsel.
It is intended to draw up an urban plan for the further development of the area.
The results should serve as a basis for the review and eventual revision of building regulations.
Joint realization with the building cooperative
On the other hand, on the basis of the urban concept, the planning (through a project competition) of a new building to replace the «Mühlematte» settlement of the Fröhlisberg construction cooperative has to be started.
The procedure will then also be carried out together with the Fröhlisberg construction cooperative, whose settlement occupies a significant part of the area.
The workshop procedure is funded through special funding for partnership planning projects with non-profit housing developers.
