BGN 50 of the price of 1 megawatt hour of electricity for the business to be paid by the state. This is one of the measures announced by Prime Minister Stefan Yanev in connection with the high price of electricity throughout Europe.
The decision was made today. The aid for the business will be around BGN 600-650 million, said the Minister of Finance.
The money was available and came from over-profits in state-owned energy companies. They could be taken by the companies as an early dividend at the request of the state. However, there was no way to give them to the business, as they are not listed in the budget update, Prime Minister Yanev explained.
It is envisaged that in the first 6 months of next year the companies will receive a relief of BGN 50 from the price of 1 megawatt hour of electricity and this will happen with the budget for 2022, which must be decided by the future parliament. Aid is also planned for December, but this could happen with the update of this year’s budget, which also needs to be completed by parliament.
Later, after a question from journalists, the government clarified that if there is an update of the budget for this year, to the December aid, retroactive compensation for expensive electricity for business and for October and November will be included retrospectively. If this does not happen, they will be provided for in the aid for the six months of next year.
The government will also send a national position to the European Commission to seek a state aid mechanism and a temporary reduction in carbon dioxide emissions.
The third long-term measure outlined by the cabinet is the Ministry of Finance, the Bulgarian Stock Exchange and the Ministry of Economy, to take steps to establish a clearing house to ensure the financial risk of electricity transactions.
Among the most important short-term measures, which could start tomorrow, the prime minister said, is to offer long-term electricity packages for 3 or 6 months, but divided into small quantities.
He gave the example that the auction of Kozloduy NPP for 300 megawatts is currently suspended. It could be divided into 30 packages of 10 or 60 packages of 5 megawatts. Thus, small companies and traders can be involved in the trade under long-term contracts.
The EWRC will revise the ordinance for licensing of traders, setting higher criteria, as well as make a more serious review of the documents.
The best experience in Europe will be sought, said the chairman of the energy regulator Ivan Ivanov.
