The payments for mountainous areas have the highest rates and the largest number of farmers
The State Fund “Agriculture” (DFZ) transferred over BGN 100 million (BGN 100,501,001) to 21,895 farmers for Campaign 2023. The support paid was under the intervention “Payments for districtfacing natural or other specific Limits” (PRIPDSO), included in the Strategic Plan for the Development of Agriculture and Rural Areas for the period 2023-2027.
According to the provisions of Ordinance No. 7 of May 30, 2023 on the conditions and procedures for implementing the PRIPDSO intervention, there are three directions that apply to Campaign 2023. Under the first, farms in mountainous regions are supported (NR1). The second direction includes payments for areas, other than mountainous areas, with significant natural limitations (NR2). According to the third, regions with specific restrictions are subsidized (NR3).
A total of 17,517 beneficiaries received BGN 82,861,159 under NR1. Financial aid calculations for each individual applicant are made on the basis of the average amount of payment levels to the respective declared areas, as follows:
- for the part up to 30 ha – the BGN equivalent of 152 euros per hectare;
- for the part over 30 ha to 70 ha – the BGN equivalent of 91 euros per hectare;
- for the part over 70 ha to 100 ha – the BGN equivalent of 53 euros per hectare;
- over 100 ha – the BGN equivalent of 38 euros per hectare.
16,214,754 BGN are authorized under NR2, which are distributed among 5,347 farmers. The support rate is formed by calculating the average amount of the payment levels to the respective declared areas. They are defined in Art. 9 of Ordinance No. 7 of 30.05.2023, as follows:
- for the part up to 30 ha – the BGN equivalent of 79 euros per hectare;
- for the part over 30 ha to 70 ha – the BGN equivalent of 47 euros per hectare;
- for the part over 70 ha to 100 ha – the BGN equivalent of 28 euros per hectare;
- over 100 ha – the BGN equivalent of 20 euros per hectare.
For regions with specific restrictions NR3, BGN 1,425,088 were paid to 707 candidates. The calculations are made taking into account the average size of the payment levels to the respective declared areas. They are described in Art. 10 of Ordinance No. 7 of 30.05.2023, as follows:
- for the part up to 30 ha – the BGN equivalent of 74 euros per hectare;
- for the part over 30 ha to 70 ha – the BGN equivalent of 44 euros per hectare;
- for the part over 70 ha to 100 ha – the BGN equivalent of 26 euros per hectare;
- for the part over 100 ha – the BGN equivalent of 19 euros per hectare.
