Alex Hay is the name of a real person, not an in-game character. Alex Hay is an app developer from London, England. He can use various elements such as scanners and file management on iOS “Toolbox Pro” was being developed.
In March of this year, Hay posted a thread on Reddit related to the postponement of Starfield’s release date. The thread is titled “Won’t get to play it” and is accompanied by a disappointed emoticon.

The “Alex Hay’s Note” discovered in “Starfield” this time is probably an Easter egg left by the development team to mourn Mr. Alex Hay.
