Berlin (dpa/bb) – The first reading of the 2024/2025 double budget is today the focus of the first session of the Berlin House of Representatives after the summer break. The Senate’s draft budget, which is now being discussed further in Parliament, includes so-called adjusted expenditure of 38.63 billion euros in 2024 and 39.87 billion euros in 2025. For comparison: the budget volume for the current year 2023 is 37.75 Billion euro. The goal of the black-red coalition is to have the figures approved in the House of Representatives by December.
According to the draft, there is a gap of around 2.8 billion euros (2024) and 2.5 billion euros (2025) between income and expenditure. According to earlier information from Finance Senator Stefan Evers (CDU), it will be closed with the help of reserves that had been built up in recent years. Only about 380 million euros per year would be financed “for transactions to create value” with the help of loans. That is covered by the debt brake.
A draft law on the establishment of a special fund of five billion euros for more climate protection will also be discussed in plenary for the first time. The government parties CDU and SPD want to use the additional money to finance projects that accelerate climate protection in the building sector, in energy production and supply, in transport and mobility and in the economy. The sum is to be financed outside of the regular budget through loans. If it is not sufficient, it may be increased to up to ten billion euros.
