Bekasi Regency Government Proposes Raperda on HIV/Aids and Narcotics

The Raperda will be the basis for the work of the HIV/Aids countermeasures

REPUBLIKA.CO.ID, BEKASI — The Bekasi Regency Government, West Java has proposed two draft regional regulations (raperda) each for the Raperda on HIV/AIDS and the Raperda for Facilitating the Prevention of Narcotics Circulation to the Regional Regulation Formation Agency (Bapemperda) of the Bekasi Regency DPRD.

Head of the People’s Welfare Section at the Bekasi Regency Regional Secretariat, Beni Yulianto Iskandar, in Cikarang, Monday said the two draft regulations were important to make considering the region Bekasi Regency is a buffer area for the capital city of Jakarta which is vulnerable to narcotics trafficking and HIV/AIDS transmission.

“With the preparation of this regional regulation, at least we as the government have taken preventive steps so that the case does not get bigger, the transmission spreads, and the abuse increases,” he said.

He claimed to have completed an academic paper related to the Raperda on HIV/AIDS, while the Raperda for the Facilitation of Prevention of Narcotics Circulation is currently in the process of being drafted by the Regional Research and Development Agency (Balitbangda) of Bekasi Regency. We will immediately hand over narcotics to the council after the R&D has finished compiling,” he said.

The two Raperda which will later be ratified as regional regulations, said Beni Yulianto Iskandar, can be used as a working platform for the Bekasi District AIDS Commission and the Bekasi District Narcotics Agency.

Meanwhile, a member of the Regional Regulation Formation Agency (Bapemperda) of the Bekasi Regency DPRD, Fatma Hanum, admitted that he had received and was discussing the academic draft of the Raperda. “We really need this Raperda for the prevention and control of HIV/AIDS in Bekasi Regency, from the existing data. “There has been an increase in sufferers, there are also more and more cases of HIV/AIDS. So, we just have to wait for the next process in the DPRD,” he said.

He is optimistic that this regional regulation will soon be ratified as a regional regulation this year, considering that the policy is included in priority discussions. “The results of their exposure meeting gave an illustration that this regional regulation is very urgent, so it is possible to be ratified this year because this regional regulation has entered our criteria. there are regulations that have not been included in the Propemperda, they can be added as long as they are urgent to be ratified,” he said.

“Because this is an additional regional regulation and is not included in the Propemperda, we are waiting for a letter from the regent to make an official memorandum to the DPRD and then there is the disposition of the chairman of the DPRD. After that, we will form a special committee to be finalized. This is about HIV/AIDS. and academic manuscripts from Balitbangda,” said Fatma Hanum.
