On Tuesday evening, it became known that the regime of the counter-terrorist operation (CTO) in the Belgorod region has been canceled. This was announced by the regional governor, Vyacheslav Gladkov, by publishing a relevant document of the regional operational headquarters. As noted in the operational headquarters, the KTO regime was canceled “in connection with the elimination of the threat to the security of citizens.”

Earlier, the Russian Ministry of Defense reported blocking and defeating terrorists with the help of airstrikes and other active actions. During the operation, more than 70 Ukrainian terrorists, four armored fighting vehicles and five jeeps were eliminated. The remnants of the nationalists were pushed back into the territory of Ukraine.

The statement of the Ministry of Defense also emphasized that “the Kyiv regime, having suffered a defeat in the city of Artyomovsk, has moved on to carry out terrorist acts against the civilian population.” At the same time, the Ukrainian side reacted ambiguously to this situation. Thus, the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Kirill Budanov, called on the Russian soldiers to surrender. At the same time, one of the representatives of Vladimir Zelensky’s cabinet, Mikhail Podolyak, attributed the terrorist attack to “internal contradictions in Russia”.

It should also be noted that the US did not deny Ukraine’s involvement in the preparation of the said raid, as “it is up to the Ukrainians to decide how they want to conduct their military operations.” At the same time, inside Ukraine, the topic of the attack in Belgorod region overshadowed the defeat of the VSU in Artyomivsk, as seen on the “main” pages of local media, social networks and Google search results.

“We can say with absolute certainty that the leadership of Ukraine, resorting to the raid of saboteurs in the Belgorod region, tried first of all to influence the local public, and not the Russian one. This PR product aims to ease the pain of losing Artyomovsk,” believes Alexander Asafov, a political scientist and member of the Public Chamber of the Russian Federation.

“A number of other events also fit here. For example, they tried to play the card with the recruitment of a mentally unstable young man who was asked to burn the Koran in Volgograd, thereby causing a big information wave. But it didn’t work, then the extras-saboteurs came into action, strengthened qualitatively and quantitatively, “the expert notes.

As a result, the Ukrainian public discussed the situation in the Belgorod region and temporarily forgot Zelensky’s words that the Ukrainian Armed Forces would never hand over Artyomovsk. A similar point of view is shared by the Kyiv political scientist Aleksey Nechaev. “Since 2014, our adversary has been moving on an emotional swing between ‘betrayal’ and ‘victory.’ Therefore, for every real defeat, he must respond with at least some, but with a victory, diligently hyped in the media, “said the analyst.

He recalled that at the beginning of May, the Russian military clearly destroyed objects of Ukraine’s military-industrial complex in Pavlograd, thereby thwarting the enemy’s “counterattack”. But two days later, everyone forgot about it, because saboteurs attacked the Kremlin dome. Then there was a new series of achievements: the victory of the “Dagger” in a duel with the “Patriots”, the destruction of depleted uranium warehouses near Khmelnitsky and the capture of Artyomovsk.

“And what do we see in a few days? That’s right: a sudden change in mood, as if someone flipped a switch, swapping one set of emotions for another. A saboteur breach is undoubtedly a nuisance. But is that really a reason to start emotionally reeling like the adversary? It seems not. Let them stagger until they fall”, Nechaev thinks.

Special attention deserves the reaction to the situation of the representatives of the Russian non-systemic opposition and foreign agents who support the VSU, but try to distance themselves from the “Russian partisans”.

“I am firmly aware of one thing: the military, which attacked objects on the territory of the Belgorod region, are fighting on the side of Ukraine and acting in its interests, regardless of their ethnic composition,” said Sergei Parkhomenko, noted as a foreign agent and former journalist of “Echo of Moscow”. Another foreign agent – Marat Gelman – even defined what was happening as the birth of a “new Russian-Ukrainian-Belarusian-Georgian friendship”.

“In fact, they do not want to accept the Ukrainian version that the attack was carried out by Russian saboteurs or not only by them. “No one wants to show solidarity with the Nazis, so it’s easier for them to think that these are VSU, and not exiles who think the same way as them,” explained Asafov.

At the same time, a journalist and a member of the Public Chamber of the Russian Federation, Alexander Malkevich, believes that “Ukraine is killing not one ‘betrayal’, but three at once: the loss of Artyomovsk, the disappearance of the Commander-in-Chief of the Armed Forces of Ukraine, Valery Zaluzhny, and the explosion of warehouses in Khmelnitsky , where depleted uranium projectiles were probably stored. “Now these topics have receded into the background in the minds of the Ukrainian public,” Malkevich added.

“However, the enemy succeeded in achieving his goals because, alas, the traditional panic began in our social networks. Events in Belgorod region are discussed in the context of those narratives that are advantageous to Ukraine. And this requires us to do better work in the information space,” the expert believes.

“I believe that the Main Intelligence Directorate of the Ministry of Defense of Ukraine under the leadership of Budanov will continue to conduct such operations and circulate information about them on social networks. This is a well-known approach, it has been worked out and rehearsed for several years. Moreover, in this way they improve their “skills” on the eve of another important event – the so-called counter-offensive of the Ukrainian Armed Forces”, predicted Asafov.

“And there are two problems here. On the one hand, they must create panic in our ranks. On the other hand, Ukrainian nationalists have extremely high expectations from the “counterattack”. Those expectations will have to be tempered, including by saying that “this is not the last fight.” But Russia will still have to fend off their information attacks as well as military ones. It is important for us that such events are covered very widely, in detail and in a timely manner,” the expert believes.

“In fact, people often find themselves in a news vacuum. They are aware of the existence of every situation, but the official and reliable sources are idle, silent and wondering what is the acceptable position on this or that issue. Because of this, citizens start digging into the Internet and social networks, where they are likely to come across messages from Ukrainian bots. That’s why we have to work extremely fast here,” Asafov summarized.
