Beginning of the community validation phase of the lists – Togo-Presse

Community validation of the lists of cash transfer beneficiaries in the ten pilot districts of Greater Lomé on behalf of the additional financing of the Social Safety Nets and Basic Services (FA-FSB) project has started, by Dévégo in Baguida in the Gulf 6 commune It was in the presence of the Director General of the National Agency for Grassroots Development Support (ANADEB), Ms. Mazalo Katanga, whose structure implements the said project, local authorities and the populations of the said village who came to certify the results of the survey carried out by INSEED.

Potential beneficiaries subject to community validation.

The population of Dévégo in the canton of Baguida (Gulf 6 commune) confirmed, during a public community validation session, the lists of beneficiaries of cash transfers in Greater Lomé on behalf of the additional financing of the Social Safety Nets project and Basic Services (FA-FSB) the 667 households selected as the most vulnerable out of 4565 registered and surveyed in this village. This certifies the transparency and quality of both INSEED’s surveys and results. An essential step in the process of identifying targeted households to benefit from cash transfers, this community validation consisted in submitting the results of the survey carried out by INSEED to the examination and discussion of the communities concerned and obtaining their consent and validation. It intervenes at the third stage of the process after voluntary registration and the household survey. The final steps are the registration of selected households in the Novissi payment platform and the issuance of payments. After Dévégo, the ANADEB teams will deploy in the next few days to the other beneficiary localities for the same exercise.

Local authorities including traditional chiefs are closely monitoring the process.

On the occasion, the Director General of the National Agency for Grassroots Development Support (ANADEB), Ms. Mazalo Katanga, noted the importance of this phase in the transparency and credibility of the process. She recalled, with a heavy heart, that it is not financially possible to retain all those registered, inviting the rest to sportingly accept the fact, but to denounce possible anomalies, if there were any. According to her, the amount of the transfer may seem ridiculous, but you can get out of it brilliantly, as long as you really invest in transforming your life to get out of precariousness.

Economic inclusion and promotion of entrepreneurship

« In reality, this work was done collectively with ANADED. We have the privilege of being part of the beneficiaries with the villages of Dévégo and Adamavo. Very early on, we set up a committee to support ANADEB in identifying beneficiary households. I think that the commune Golfe 6 listens well to the authorities. Dévégo meets the criteria defined by ANADEB, especially in terms of vulnerability. It is a satisfaction for me and I would like to thank ANADEB and all those who thought of this project, in this case the Togolese government, the World Bank and the French Development Agency. Strongly that the other localities, if the means allow it, can also benefit from it », said the mayor of Golfe 6, Mr. Dagbovi Koffi.

Satisfaction also, but above all, joy among the selected households who express their gratitude to the stakeholders and promise to use the allowances, not to buy loincloths to wear or drink, but to grow them, through generative activities income, in order to get out of the state of vulnerability by taking care of themselves.

A total of 26,250 households will be selected to benefit from the support in Greater Lomé. The Social Safety Nets and Basic Services (FSB) project aims to provide poor households and communities with better access to basic socio-economic infrastructure, social safety nets and opportunities for economic inclusion. It targets the populations of the poorest areas of Togo. The initial funding took into account 989 villages, including 304 school canteens. With the additional funding, 1,100 villages and 45 neighborhoods in Greater Lomé are targeted. The FA-FSB is financed by the Togolese State, the World Bank and the French Development Agency. The AF focuses exclusively on social safety nets, mainly cash transfers and economic inclusion measures that promote entrepreneurship among beneficiaries.
