Yes, the Wi-Fi on your iPhone will turn off permanently if it’s connected to a Wi-Fi that has an SSID (Wi-Fi network name) combination of letters and percent symbols.

Carl also said that by resetting the network or reset network setting does not guarantee that your iPhone will return to normal.
The only way to get your iPhone back to normal is to do factory reset. Make sure, if you want to do factory reset, the data on the iPhone has been secured.
Because by doing factory reset, all data will be lost to restore to factory settings.
Although it is rare to find a Wi-Fi network that has a combination of percent symbol names in public places, we still have to be careful. Look bug which is quite disturbing, hopefully Apple will release it soon update improvements via the latest iOS.
