“Basque Country Sees Surge in Officially Protected Housing, with Over 2,000 New Units Launched in 2022”

Social and officially protected housing is among the first items on the agendas of all the Spanish autonomous communities, and little by little the objective of adding more housing of this type to its stock is materializing. This is the case of the Basque Country, which has registered in 2022 the start of the promotion of a total of 2,243 officially protected homesthe largest number of this type of household, both for purchase and rental, since 2011, when the figure rose to 3,151.

This is 35.3% more than in 2021 and represents the recovery of the rate of beginnings after the economic crisis of the past decade and which had its epicenter in the real estate sector and home construction. The highest number of starts in 2022 was registered in Vizcaya, with 1,147 homes, followed by Guipúzcoa, with 652 and Araba, with 444. Of the total number of homes whose start took place last year, 41.3% (926) will be used for rent when construction is finishedwhile 58.7% (1,317) will go on sale.

In the case of this second modality, the sale, the homes started are distributed among territories with 821 units in Vizcaya, 277 in Guipúzcoa and 210 in Araba. This alternative is delimited from 2020, as stated in the Basque Housing Law, to the private sector, since public administrations must focus exclusively on expanding the public park on a rental basis.

Officially protected housing for sale promoted by the private sector follow the access requirements of public protection housing and they abide by the prices of the subsidized housing regulations. The latter were updated in July 2022 after frozen for twelve years, with the aim of adjusting the prices of VPO for sale and appraised to accommodate real costs and thus encourage the promotion of this type of homes in the private sector. Among the different forms of subsidized housing, those initiated by private promoters amount to 1,171, a figure that has not been reached since 2011, when 1,955 were registered.

Rent, record since 2008

In the case of the 926 subsidized rental homes started, the largest number, 375, is concentrated in Gipuzkoa, followed by Bizkaia, with 326 homes and Araba, with 225. To find a year with higher starts than in 2022, the statistics it goes back to 2008, when 1,125 were registered. In the historical series that began in 1990, only 2008, 2007, with 1,842 starts, and 2005, with 1,409 starts, surpassed 2022 in terms of rental starts.

In the Basque Country there are currently around 69,000 VPOpublic and private, of which 55,500 have permanent qualification.
